Item 05A
Page 2

The intent of the 30’ setback is to allow for a greenspace buffer between the parking lot and the
property line. However, Staff agrees that the highest and best use of this area of the property is
to maximize parking near the Gymnasium and Pool entrance.

As compensation for lost greenspace, Staff is recommending that trees and shrubs be installed
in areas near the gym/pool entrance, east parking lot entrance, and along the south driveway.
This recommendation is included in Item 5C of tonight’s agenda (Development Review).

A Variance may be granted only in the event that all of the criteria 4 for granting a Variance is
met (please refer to the attached Resolution).

Summary
The Mounds View School district has proposed building additions and improvements to
Edgewood Middle School, including the expansion of the north parking lot, necessitating a
Variance to reduce the parking lot setback from 30’ to 0’ along Edgewood Drive.

A Public Hearing Notice was mailed to property owners within 350’ of the subject property, and
published in the October 26, 2018 edition of the Mounds View/New Brighton Sun Focus.

Recommendation
Staff recommends approval of Resolution 1087-18, approving a Variance to reduce the parking
lot setback from 30’ to 0’.

The Planning Commission is requested to conduct a Public Hearing, and consider the
following options:

1. Approve Resolution 1087-18, approval of the Variance.

2. Deny Resolution 1087-18, denying the Variance, with cause. If the Commission chooses
this option, Findings of Facts are needed to justify the denial.

3. Table the request. If additional information is needed before a decision can be rendered or
if more discussion is needed, the Commission can simply move to table the request until
such information has been provided. Because of the 60-day requirements (Deadline: Dec
17, 2018) the Commission would need to act upon the request as soon as reasonably
possible to avoid an inadvertent approval.

Respectfully submitted,

________________________
Jon Sevald, AICP
Community Development Director

4 City Code, Section 1125.02, Subd 2 (Criteria for Granting a Variance)
