Item 05A <br />Page 2 <br /> <br />The intent of the 30’ setback is to allow for a greenspace buffer between the parking lot and the <br />property line. However, Staff agrees that the highest and best use of this area of the property is <br />to maximize parking near the Gymnasium and Pool entrance. <br /> <br />As compensation for lost greenspace, Staff is recommending that trees and shrubs be installed <br />in areas near the gym/pool entrance, east parking lot entrance, and along the south driveway. <br />This recommendation is included in Item 5C of tonight’s agenda (Development Review). <br /> <br />A Variance may be granted only in the event that all of the criteria 4 for granting a Variance is <br />met (please refer to the attached Resolution). <br /> <br /> <br />Summary <br />The Mounds View School district has proposed building additions and improvements to <br />Edgewood Middle School, including the expansion of the north parking lot, necessitating a <br />Variance to reduce the parking lot setback from 30’ to 0’ along Edgewood Drive. <br /> <br />A Public Hearing Notice was mailed to property owners within 350’ of the subject property, and <br />published in the October 26, 2018 edition of the Mounds View/New Brighton Sun Focus. <br /> <br /> <br />Recommendation <br />Staff recommends approval of Resolution 1087-18, approving a Variance to reduce the parking <br />lot setback from 30’ to 0’. <br /> <br />The Planning Commission is requested to conduct a Public Hearing, and consider the <br />following options: <br /> <br />1. Approve Resolution 1087-18, approval of the Variance. <br /> <br />2. Deny Resolution 1087-18, denying the Variance, with cause. If the Commission chooses <br />this option, Findings of Facts are needed to justify the denial. <br /> <br />3. Table the request. If additional information is needed before a decision can be rendered or <br />if more discussion is needed, the Commission can simply move to table the request until <br />such information has been provided.
