Item No: ___5C <br />Meeting Date: Nov 7, 2018 <br />Type of Business: Planning Case MU2018-002 <br /> <br /> <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 1089-18, Recommending Approval of a Development <br />Review for Edgewood Middle School <br /> <br />Introduction <br />The Mounds View School District has proposed additions onto Edgewood Middle School, located at 5100 <br />Edgewood Dr, to include an indoor swimming pool, gymnasium, classrooms, and science lab. <br /> <br /> <br />Discussion <br />A Development Review by the Planning Commission and City Council is required for building additions of <br />10,000 sq ft or 10% (excludes single-family, and two-family dwellings). The proposed additions consist <br />of 39,735 sq ft, or 36%. <br /> <br />A Development Review is a review for compliance with applicable sections of the City Code.1 The <br />Planning Commission has reviewed a number of Development Reviews in recent years for properties <br />within the County Road 10 Corridor Overlay District. However, since this project is within the R-1 district, <br />and not within the overlay district, there are few zoning requirements. <br /> <br /> <br />Analysis <br /> <br />Zoning The property is zoned R-1, Single-Family Residential. <br />“Public educational institutions” are a conditional use. <br />The school was built in 1958, and swimming pool in <br />1966. <br /> <br /> A CUP was approved in 1982 for a “community resource <br />center” (Resolution 1493). In 1982, the school had <br />closed, and the community resource center relocated <br />from New Brighton Elementary School (closed) to <br />Edgewood. <br /> <br /> <br /> <br /> <br /> <br />1 City Code, Section 1006.06, Subd 3(a) (Development Plan)
