Mounds View City Council December 10, 2018 <br />Regular Meeting Page 2 <br /> <br /> 1 <br />Mayor Mueller read a Resolution in full for the record thanking Angelica Klebsch for her years 2 <br />of dedicated service on the Mounds View Planning Commission. A round of applause was 3 <br />offered by all in attendance. 4 <br /> 5 <br />Angelica Klebsch thanked the Mayor and Council for their support. She explained she 6 <br />appreciated her time on the Planning Commission and encouraged members of the community to 7 <br />consider serving in this way. 8 <br /> 9 <br />8. COUNCIL BUSINESS 10 <br />A. Public Hearing: 2019 Tax Levy and Budgets for All Funds. 11 <br />1. Resolution 9047, Adopting the 2019 Tax Levy. 12 <br />2. Resolution 9049, Approving the 2019 EDA Tax Levy. 13 <br />3. Resolution 9048, Adopting the 2019 Municipal Budget. 14 <br /> 15 <br />Finance Director Beer discussed the 2019 Tax Levy, EDA Tax Levy and municipal budget in 16 <br />detail with the Council. He commented on the City’s four enterprise funds and requested the 17 <br />Council hold a Public Hearing prior to approving the three Resolutions. 18 <br /> 19 <br />Mayor Mueller opened the public hearing at 6:56 p.m. 20 <br /> 21 <br />Brian Amundsen, 3048 Woodale Drive, stated he objected to the levy increase. He commented 22 <br />on the City’s Charter noting the limits that were written into the document and approved by 23 <br />Mounds View voters. He explained he was on the Charter Commission and authored much of 24 <br />this language. He reported one section of the Charter does allow for voter approval of special 25 <br />items, such as the additional Police Officer. He commented on the EDA budget, which was 26 <br />$235,000. He stated the EDA does not have taxing authority and was being exercised by the 27 <br />City. He was of the opinion the EDA levy should be added to the overall levy. He requested the 28 <br />Council reconsider the budget and to eliminate the over levy charges that were being pushed onto 29 <br />Mounds View citizens. 30 <br /> 31 <br />City Attorney Riggs advised the Council can pass an EDA levy and noted this was separate from 32 <br />the City’s General Tax Levy. 33 <br /> 34 <br />Hearing no further public input, Mayor Mueller closed the public hearing at 7:02 p.m. 35 <br /> 36 <br />Council Member Bergeron asked if the Council had violated the spirit of the law, or acted 37 <br />illegally. City Attorney Riggs reported the Council was acting within the City Charter. 38 <br /> 39 <br />Mr. Amundsen commented the spirit of the law, as stated earlier, was that the community felt 40 <br />government growth should be limited to CPI + 2% for a maximum of 5%. He explained the 41 <br />voters agreed with this limit and supported a Charter change. He indicated the Council was 42 <br />responsible to follow this language. He provided further comment on the role of the EDA on 43 <br />behalf of the City. He questioned why the EDA was assuming a levy for loan purposes that only 44 <br />totaled $50,000. 45
