Mounds View City Council December 10, 2018 <br />Regular Meeting Page 3 <br /> <br /> 1 <br />Council Member Meehlhause requested further information on the proposed levy noting the limit 2 <br />was proposed to be 4.4%. Finance Director Beer reported this was the case. He explained voter 3 <br />approved levy items were not included in this amount, neither were debt service payments. 4 <br /> 5 <br />Mayor Mueller stated she was a member of the Charter Commission at the time the levy limits 6 <br />were set. She explained the Charter Commission had opportunities for the City to raise other 7 <br />monies for capital improvement and debt obligation. 8 <br /> 9 <br />Council Member Meehlhause stated the two police referendums that were approved by Mounds 10 <br />View residents were exempt from the levy. Finance Director Beer reported this was the case. 11 <br /> 12 <br />Council Member Meehlhause commented further on the history of City’s levy increases. He 13 <br />discussed the budget increases that were being proposed for the SBM Fire Department. He 14 <br />described the investment the City has made in its streets over the past 10 years and noted how 15 <br />this project was funded. 16 <br /> 17 <br />MOTION/SECOND: Meehlhause/Bergeron. To Waive the Reading and Adopt Resolution 18 <br />9047, Adopting the 2019 Tax Levy. 19 <br /> 20 <br /> Ayes – 5 Nays – 0 Motion carried. 21 <br /> 22 <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 9049, 23 <br />Approving the 2019 EDA Tax Levy. 24 <br /> 25 <br /> Ayes – 4 Nays – 1 (Hull) Motion carried. 26 <br /> 27 <br />MOTION/SECOND: Meehlhause/Bergeron. To Waive the Reading and Adopt Resolution 28 <br />9048, Adopting the 2019 Municipal Budget. 29 <br /> 30 <br />Councilmember Meehlhause commented on the total budget that would be levied for 2019. 31 <br /> 32 <br /> Ayes – 5 Nays – 0 Motion carried. 33 <br /> 34 <br />B. Public Hearing: Consider a Transfer of City Business Licenses from 35 <br />Mermaid, Inc. (Michael J. Anderson) to Shift Entertainment, LLC dba The 36 <br />Mermaid at 2200 Mounds View Boulevard. 37 <br />1. Consider Resolution 9044 to Transfer On-Sale Intoxicating Liquor 38 <br />License. 39 <br />2. Consider Resolution 9043 to Transfer Restaurant and Bowling Licenses. 40 <br /> 41 <br />City Administrator Zikmund requested the Council approve the transfer of the on-sale 42 <br />intoxicating liquor license, along with the restaurant and bowling licenses for The Mermaid, Inc. 43 <br />(Michael J. Anderson) to Shift Entertainment. 44 <br /> 45
