3. That the preparation of the construction plans and specifications for <br />the 2009-2010 Street and Utility Improvement Project is hereby <br />authorized. <br />4. The cost of said improvements shall be funded by a combination of <br />several sources, including, but not limited to: the City of Mounds <br />View Utility Franchise Fee, Municipal State Aid (MSA), Tax <br />Increment Financing, and general city wide tax levy. <br />5. All activities associated with the preparation of temporary <br />construction easements and permanent easement agreements are <br />hereby authorized.
