CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION 06 -EDA -218 <br />SUPPORTING A SUPPLEMENTAL APPROPRIATION BEFORE THE <br />MINNESOTA LEGISLATURE THAT WOULD PROVIDE AN ADDITIONAL <br />$400,000 IN FUNDING FOR THE PROPOSED NOISE WALL EXTENSION ON <br />THE SOUTH SIDE OF TRUNK HIGHWAY 10 <br />WHEREAS, there has been a longstanding issue of highway noise due to <br />traffic on Trunk Highway 10, and that this noise is negatively affecting the <br />homeowners in the Laport Meadows neighborhood; and <br />WHEREAS, MnDOT has previously programmed $300,000 to extend the <br />existing Noise Wall that terminates on the south side of Trunk Highway 10 at the <br />edge of Ardan Park in the City of Mounds View; and <br />WHEREAS, the City of Mounds View has previously considered in 2004 <br />the costs to extend the Noise Wall, that the cost estimates ranged from <br />approximately $700,000 to $830,000, and that it desires to collaborate with the <br />State of Minnesota to resolve this issue; and <br />WHEREAS, the new Medtronic campus project is currently under <br />construction and that as part of the approval process the reverter clause, a <br />property interest by the State, was removed through legislation during 2005; and <br />WHEREAS, Governor Pawlenty has submitted his supplemental budget <br />recommendations and that one of those is a $1,221,000 transfer from the <br />General Fund to the Trunk Highway Fund as part of the Mounds View Land <br />Conveyance; and <br />WHEREAS, legislative amendments have been prepared to direct those <br />dollars to benefit the City of Mounds View and surrounding communities, that <br />$400,000 would be allocated for the proposed Noise Wall Extension on the south <br />side of Trunk Highway 10, and that these funds would be in addition to the <br />$300,000 previously programmed by MnDOT for the Noise Wall Project in <br />Mounds View; and <br />WHEREAS, the Noise Wall Extension costs that exceed $700,000 would <br />be the responsibility of the City of Mounds View, and that the Noise Wall project <br />is a TIF eligible activity that would avoid a general fund impact in the current <br />fiscal year. <br />
