Reports of Staff <br />March 20, 2015 <br />Page 3 of 7 <br /> <br />A. Rice Creek Commons (TCAAP) Development Update <br /> <br />Below is the latest rendering of the Rice Creek Commons layout. <br /> <br /> <br />The aerial view looking southeast across the newest TCAAP master plan was drawn by Cuningham Group <br />for the city of Arden Hills and Ramsey County after months of gathering input from residents, real estate <br />experts and government officials. <br /> <br />Remediation activities are expected to be completed on the TCAAP site by October <br />2015. The final design will begin April 2015 with construction starting in the spring of <br />2016 and final completion late 2016. <br /> <br />On February 2, 2015 Ramsey County, Arden Hills, and engineers held a meeting at the <br />Mermaid regarding the County Road H / 35W intersection improvements showing the <br />preliminary construction layout (attached) which indicate the closure of Clifton Drive and <br />a driveway to the BP gas station. Mounds View business owners affected by the County <br />Rd H improvements were in attendance and have expressed their concerns of the street <br />closings to both city staff and the county Project Manager. <br /> <br />The preliminary plans were designed from a traffic management perspective. However, <br />the businesses believe that the street closures will cause them harm and inconvenience <br />to other businesses that use Clifton Drive to access 35W. City Administrator, Jim <br />Ericson has contacted the county through written correspondence. The county met with <br />the city proposing some alternatives to the Clifton Drive closure. Those alternatives <br />were presented to the affected businesses March 12 at the Mermaid. Mounds View has <br />been a strong supporter of the TCAAP redevelopment over the years.
