2trimming unit price includes a two -person crew, bucket truck, chipper, and chip truck or loader <br />On August 27, 2018 the City Council approved Resolution 9007 which authorized the <br />awarding of the tree removals contract to Upper Cut Tree Service. <br />Staff contacted Upper Cut Tree Service in order to execute the contract, at that time the <br />owner was out of State and would not be returning for a couple weeks. When the owner <br />returned and reviewed the contract he was uncomfortable with signing the contract with the <br />pricing of the difficult vehicular access trees. <br />Staff discussed the situation with the contractor and explained the bidding process and if he <br />was not going to sign the contract then the City would need to proceed to the next company <br />on the list; the owner declined signing the contract. <br />Staff then reached out the second low bidder, 4 Seasons Tree Care, to reiterate the contract <br />and prices; he agreed to providing services for the City. 4 Seasons Tree Care has held <br />municipal contracts with other cities in the past, and is the current contractor for accessible <br />tree for the City of Mounds View since 2009. <br />Recommendation: <br />Staff recommends that the City Council rescind Resolution 9007 awarding a contract with <br />Upper Cut Tree Service and approve resolution 9033 awarding a 2018-2021 contract with <br />4 Seasons Tree Care for tree removal of accessible and non -accessible trees. <br />Funds are available in 100-4380-3520. <br />Respectfully submitted, <br />Don Peterson <br />Director of Public Works <br />
