MOUNDS VIEW <br />City of Mounds View Staff Report <br />Item No 8F <br />Meeting Date: November 13, 2018 <br />Type of Business: CB <br />Administrator Review:%��, <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Ordinance 952 Chapter 600 Code Update, First Reading <br />Introduction: <br />This is a continuation of the City Code update with Chapters 100 through 500 update <br />and adopted earlier this year. <br />Chapter 600 deals with Public Health. <br />The proposed Ordinance has been published on our web page since November 7, <br />2018. <br />Discussion: <br />Along with numerous technical changes, substantive changes include the council a <br />modest increase to fire false alarm calls from $200 to $250 as it appears more than a <br />decade has passed since it was last increase. Furthermore, based on the past year fire <br />formula, using the 2018 fire budget of $423,000 and our current pace of 200 calls, that <br />equates to $2,115 on a per call basis. <br />We also clarified that the false alarm occurrence is for the entire complex; that is — each <br />unit in each building does not get two "free" false alarms before we impose a fee. <br />Lastly, we "added" domestic" water response to the ordinance as a fee in response to <br />at least on multi -family property failing to provide adequate plumbing and repair <br />systems resulting in residences calling the Fire Department to shut off their water when <br />broken pipes occur. This is the responsibility of the property owner versus our public <br />safety departments and their failure to provide after-hours maintenance staff should not <br />result in fiscal consequences for the City of Mounds View. <br />Recommendation: <br />Conduct First Reading of Ordinance 952 to update Chapter 600 of the City Code <br />Respectfully submitted, <br /><r <br />Nyle Z, mu <br />City /administrator <br />
