MaU-NDS1VIEW <br />City of Mounds View Staff Report <br />I [ R "11 kil 15910 0 0 re M011.11 <br />Meeting Date: Nov 13, 2018 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9034, Approval of a Development Review <br />for Edgewood Middle School, Located at 5100 <br />Edgewood Drive; (Planning Case MU2018-02) <br />Introduction <br />The Mounds View School District has proposed additions onto Edgewood Middle <br />School, located at 5100 Edgewood Dr, to include an indoor swimming pool, gymnasium, <br />classrooms, and science lab. <br />Discussion <br />A Development Review by the Planning Commission and City Council is required for <br />building additions of 10,000 sq ft or 10% (excludes single-family, and two-family <br />dwellings). The proposed additions consist of 39,735 sq ft, or 36%. <br />A Development Review is a review for compliance with applicable sections of the City <br />Code.' The City Council has reviewed a number of Development Reviews in recent <br />years for properties within the County Road 10 Corridor Overlay District. However, since <br />this project is within the R-1 district, and not within the overlay district, there are few <br />zoning requirements. <br />Analysis <br />Zoning The property is zoned R-1, Single -Family <br />Residential. "Public educational institutions" <br />are a conditional use. The school was built in <br />1958, and swimming pool in 1966. <br />A CUP was approved in 1982 for a "community <br />resource center" (Resolution 1493).
