Item No: 8C
Meeting Date: March 25, 2019
Type of Business: Council Business
Administrator Review: ____

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Don Peterson, Public Works Director
Item Title/Subject: Resolution 9090, Approval of the purchase of a Camera
Inspection System for the Sanitary Sewer Department.

Background:
The Public Works Department has many responsibilities and one is to efficiently maintain
the infrastructure within the sanitary and storm sewer systems for the City.

The City has and continues to invest large amounts of money for the sanitary and storm
sewer infrastructure. The Public Works Department inspects these lines and structures
for recommendations regarding repairs or replacement.

In conjunction with inspections the department televises the infrastructure which is
performed continually in sections of the City so that all of the lines are on a 5 year rotation
or sooner, if problems arise.

The original proprietary televising software system, WinCan, was purchased in 2004 and
received a few upgrades in 2012. The current camera system is from 2004 and over the
years, has required numerous repairs to the video cable connections. The van, that
houses the televising system, creates employee safety issues because it is designed that
the split side doors open into the traffic lane.

Discussion:
Staff solicited quotes for new televising equipment, software upgrades and a service van
from the Minnesota Cooperative Purchasing Program (CPV). This was discussed at the
Council Work Session on Monday March 4, 2019.

The following is a quote from 2 vendors to complete the Camera Inspection System
purchase:
Vendor – MacQueen Equipment
• Envirosight Rovver Camera, Software upgrade, Van build out: $162,086.00

Vendor - Midway Ford
• 2019 Transit Van $33,801.92
Sub Total $195,887.92
Less Trade-In $14,000.00
Total $181,887.92
