<br /> <br /> <br /> <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Re: March 4th Workshop <br /> <br /> <br />MNDOT MNPASS Lane: Marc <br />Representatives from MNDOT and their communication contractor will be on hand to <br />provide an update on the construction/reconstruction of 35W from Lino Lakes to <br />Minneapolis. Discussion only, no consensus needed. <br /> <br />Long Lake Woods: CDD Sevald/Administrator Zikmund <br />Developer Harstad and Property Owner Doll have been advised of the meeting on the <br />4th with. Developer Harstad requested an opportunity to interact with the full council and <br />Council Member Bergeron requested input from the property owners directly impacted. <br />Mr. Doll did come in and meet with me for nearly an hour. Reviewed with him the <br />informal and formal development process (informal to date, formal process would begin <br />with submission of a preliminary plat). Also, reviewed the eminent domain process. He <br />had no additional questions. Advised him the workshop meeting was a consensus but <br />non-binding process. Developer indicated at February 4th workshop readiness to move <br />forward with preliminary plat but unable to develop without Parcel “A”. Requested <br />Council assistance in acquisition of Parcel A. Consensus discussion on council support <br />to use eminent domain specific to right of way acquisition for currently platted road if <br />property owner and developer unable to agree on purchase/aquisition. <br /> <br />Background/history – Issue has been around for nearly a decade, approximately 2+ <br />years ago landowners approached council but unclear on majority. Mid 2018 developer <br />requested meeting with staff who advised need for developer to determine property <br />owner positions. Developer advised all supportive but one and unsure of one other, rest <br />were supportive. Council polled in late summer 2018 on eminent domain question with <br />consensus to explore but direction to administrator to meet with Doll. Administrator <br />reported back Doll was opposed, question on eminent domain posed again consensus <br />to continue moving forward and direction to hold neighborhood meeting which was done <br />fall 2018. Subsequently, Planning and Zoning sketch plan/information hearing held <br />January 2019 with sketch plan presentation to Council at February 4th workshop. <br />Request by developer and direction from Council to schedule at March 4th workshop. <br /> <br />YMCA: Revenue Share/Reinvestment Proposal – Director Thomas <br />I have asked Director Thomas to share with you his vision of the possible options if the <br />Council were to consider a change in the cost sharing formula. I believe Director <br />Thomas has some ideas that intersect directly with the Councils Strategic Plan specific <br />to the goal of community engagement and more on point, our diverse population. The <br />YMCA programs are a model of engagement for our diverse community. The <br />presentation illustrates the possibilities if we allow the Y to capture more of the revenue <br />they generate. The budget impact could be neutralized or minimized by locking in
