MOU__NDitSVVI1XV:W <br />City of Mounds View Staff R <br />Item No: 8.A. <br />Meeting Date: November 26, 2018 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Mark Beer, Finance Director <br />Item Title/Subject: Resolution 9042 Implementing a Non-union pay Grid <br />Effective December 31, 2018 <br />Background: <br />Minnesota State Law requires all public jurisdictions such as cities, counties, and <br />school districts to eliminate any sex -based wage inequities in compensation. <br />It is required under Minnesota State Pay Equity Law that public jurisdictions report <br />to the Minnesota Department of Employee Relations on pay equitable status every <br />three (3) years. The City's Pay Equity Report is due on January 31, 2019. The <br />salaries in this report must reflect salary amounts effective no later than December <br />31, 2018. <br />Discussion: <br />With significant turnover during the last two years, many position descriptions have <br />been updated to reflect changing duties. The City consulted with Bjorklund <br />Compensation Consultants to review new position descriptions and score them for <br />HAY points. HAY is an evaluation system that provides cross comparison of jobs <br />and assigns points to indicate how comparable different jobs are. This evaluation <br />system has been used by the City for a number of years and is used by many local <br />governments. Due to several positions receiving new HAY points the City is <br />minimally out of compliance with pay equity requirements. In order to become <br />compliant with state law, all non-union female job classifications (8 positions) should <br />be increased by 0.75%. Additionally a market study was conducted at the end of <br />2017 for implementation in 2019 that affects three positions being considered for the <br />above adjustment, those adjustments should also be made at this time and are <br />incorporated into the pay grid. <br />Recommendation: <br />Adopt Resolution 9042, implementing the attached pay grid effective December 31, <br />2018. <br />Respectfully submitted, <br />Mark Beer, Finance erector <br />
