3 <br /> <br /> <br />Subd. 2. If a charge remains unpaid for more than 30 days after a written notice of <br />delinquency, the City may certify the unpaid charge for collection with property taxes in <br />accordance with Section 602.05, subdivision 2. <br /> <br />602.043: APPEAL PROCESS: <br /> <br />Subd. 1. Appeal to Fire Chief or Police Chief: An alarm user or property owner required by <br />the City to pay a fee as a result of false alarm or a maintenance-related fire service charge <br />may make a written appeal of false alarm charges to the Chief of Police or Fire Chief within <br />ten (10) working days after mailed notice of a false alarmthe fee or charge. The Chief of <br />Police or Fire Chief has the authority to make final determination as to whether the <br />applicant is to be charged with a false alarm. <br /> <br />Subd. 2. Appeal to Council: An alarm user may appeal the decision of the Chief of Police or <br />Fire Chief to the City Council by submitting a request, in writing, to the City Administrator <br />within ten (10) working days after the decision of the Chief of Police or Fire Chief. <br /> <br />602.054: COLLECTION OF FEES: <br /> <br />Subd. 1. Names Submitted to Finance Department: The Police Department and the Fire <br />Department shall document the names of the alarm users or property owners that owe fees <br />or chargeswho violate the provisions of this Chapter. The names shall be submitted to the <br />Finance Department with the appropriate feeamount to be charged. <br /> <br />Subd. 2. Means of Collection: The Finance Department shall be responsible for the collection <br />of the false alarm feescharges authorized under this Chapter. The City shall have the power <br />to collect such fees by whatever means becomes necessary, including the institution of a <br />civil action against the alarm user responsible for the payment of such fee and tax <br />certification on the alarm user’s tax rolls with the County. If a fee or charge remains unpaid <br />for 30 days after a written notice of delinquency, the City Council may, on or before <br />October 15 of each year, certify it to the county auditor for collection with property taxes. <br />The City must give the property owner notice of its intent to certify by September 15. <br /> <br />SECTION 3. The City Council of the City of Mounds View hereby amends Title 600, Chapter <br />603, Section 603.02, subdivision 1 of the Mounds View Municipal Code by adding the double- <br />underlined material as follows: <br /> <br />Subd. 1. Collection Required: <br /> <br />a. All garbage, recyclables, yard waste, source-separated organic waste and other waste <br />material accumulated in the city shall be collected and conveyed under the supervision of <br />the city administrator. The city administrator or their designee shall have the authority to <br />develop Solid Waste Management Standards concerning days of collection, type and <br />location of waste containers and other matters as they deem necessary to provide for the <br />safe, orderly and cost-efficient preparation, storage, collection and disposal of all waste
