These standards shall not be contrary to this Chapter <br />and upon their approval and adoption by the City Council via resolution, said standards are <br />incorporated into this Code as if fully set forth herein. Any violation of these standards <br />shall be deemed a violation of this Code. <br /> <br />b. Unless otherwise exempt pursuant to subdivision 2 hereof, each residence, multiple-unit <br />dwelling, commercial establishment and mobile home park in the City shall contract with <br />a hauler licensed by the City for the collection of garbage and/or recyclables. <br /> <br />c. All residents and commercial property shall separate all designated recyclables, and other <br />items designated by City of Mounds View Solid Waste Management Standards, <br />from garbage. These source separated items shall be collected for separate recycling, <br />processing or treatment. <br /> <br />d. All garbage shall be disposed of in compliance with state law and county policies regarding <br />required processing of solid waste. <br /> <br />SECTION 4. The City Council of the City of Mounds View hereby amends Title 600, Chapter <br />603, Section 603.05, subdivision 2 of the Mounds View Municipal Code by adding the double- <br />underlined material as follows: <br /> <br />Subd. 2. Disposal: Except for purposes of composting under subdivision 1 above or of <br />authorized disposal at designated Ramsey County yard waste collection sites, it shall be <br />unlawful for any person to dispose of yard waste on private or public lands located in the <br />City. All yard waste must be disposed of in the manner prescribed by law. <br /> <br />SECTION 5. The City Council of the City of Mounds View hereby amends Title 600, Chapter <br />603, Section 603.06, subdivision 1(d) of the Mounds View Municipal Code by adding the double- <br />underlined material and deleting the stricken material as follows: <br /> <br /> d. Liability Insurance: Before a license is issued, the applicant shall file with the City <br />Administrator evidence that the applicant has in effect public liability insurance for the <br />hauler’s business and for all vehicles that will be used to haul in the City of Mounds View <br />Solid Waste Management Standards. <br /> <br />SECTION 6. The City Council of the City of Mounds View hereby amends Title 600, Chapter <br />606, Section 606.03 of the Mounds View Municipal Code by adding the double-underlined <br />material and deleting the stricken material as follows: <br /> <br />606.03: DESTRUCTION BY CITY AUTHORITY: When the owner or person in control <br />of any plot of ground fails to destroy grasses or weeds growing thereon as provided herein, the <br />Code Enforcement Official, or its designee, Superintendent of Public Works of the City shall <br />destroy or cause to be cut such grasses or weeds and any expense incurred by the City under the <br />authority of the Superintendent of Public Works in so doing shall be a charge against the owner or <br />other person so failing, which may be recovered on behalf of the City by recording a lien against <br />the property for the cost of said cutting or by instituting an appropriate action at law.
