MOUNDS ]VIEW <br />MEMORANDUM <br />to: Mounds View City Council <br />from: Nyle Zikmund, City Administrator <br />re: May 6, 2019 Workshop <br />date: May 1, 2019 <br />1. Charter Commission Discussion — Special Election. Zikmund & Reyes -Johnson <br />Charter Chairwoman Marissa Reyes -Johnson will be on hand to discuss the request council <br />made over a year ago addressing the point in time at which a special election is held when a <br />vacancy occurs on council. During this time there were two things that happened causing some <br />delay in their deliberation; changeover in Commission Members and changes in state statute. <br />In short, the decision/consensus item before you, given that it takes a unanimous vote of all <br />five of the council to change a charter upon recommendation from the commission is what <br />option captures that unanimous consent. Doing nothing results in the current provision of 365 <br />days (one year) remaining in place. The statutory change limits dates on which special election <br />can occur thereby restricting the options on changing. The three options if you want to change <br />include; <br />A. Approximately more thanl4 months remaining in the term <br />B. Approximately more than 18 months remaining in the term <br />C. Will follow state statute (but this option requires you to pick one of the two <br />options above.) By choosing this option, if statute changes there is no need to <br />revisit unless you disagree with the statutory change. <br />Consensus Requested — Which option has the consensus of all five council members <br />The Charter Commission had reached the point of drafting language. If a consensus is achieved, city <br />Attorney Riggs can use that draft in providing council with language that can be reviewed at a future <br />meeting for approval and back to the Charter Commission for their review and recommendation. <br />2. Five Year Financial Plan — Director Beer will present information at meeting <br />Consensus Requested — Provide direction to staff <br />3. 2020 Municipal Budget — Materials included in packet <br />Consensus Requested — Provide direction to staff <br />4. Park Dedication Fees — Further discussion <br />Consensus Requested — Provide direction to staff <br />5. 2040 Comp Plan — Review and approval <br />Consensus Requested — Final changes and place on May 13, 2019 agenda for formal approval <br />
