6. City Hall Remodel <br />Director Peterson will provide more details on scope of project and cost. Current funding allocated <br />by council will suffice to remodel Police Department needs but little more. As the PD is the <br />priority we can move forward and have further discussion at future meeting on desire/ability to <br />address needs. <br />Consensus Requested — Authorization to move forward with remodel for Police portion of city hall <br />7. Automobile Repair — Materials included in packet <br />Consensus Requested — Provide direction to staff if council wants to change code prohibiting auto <br />repair business operation in residential zoning. <br />8. Social Media — Discussion/Information Only <br />9. MSFCA Letter — Materials included in packet include letter that was emailed to Council last <br />Friday from President T. John Cunningham (Brooklyn Park Fire Chief) which includes email <br />exchange between myself and Eagan Fire Chief seeking clarification on several statements <br />made. The statements made regarding their positions would have significant impact on SBM <br />FD and subsequently the City of Mounds View. That email exchange resulted in a letter being <br />sent from the Mayor and Myself (as reported in weekly staff report). President Cunningham's <br />letter is in response to a near exact email sent (requesting clarification on MSFCA positions) to <br />Chief Scott. Chief Scott did not provide the clarification requested, thus, the same request was <br />sent to the President of the association). <br />President Cunningham's letter alleges/infers improper actions on my part but offers no <br />evidence or examples of such. Further, he provides technical information to support a <br />discussion on reallocation of pension aids to other uses related to recruitment and retention. <br />However, while the information is accurate it is incomplete and therefore, becomes inaccurate. <br />Pensions are powerful benefit tools and alteration of the model should occur with substantive <br />discussion and deliberation. President Cunningham copies a large number of individuals on <br />this correspondence including their board (comprised of 21 members). To the best of my <br />knowledge (obtained from being a member for over 30 years, being their executive director <br />from 2015-2017, and reading all minutes of all meetings since) the "official" positions <br />delineated in the letter have never been discussed by the current board nor ever adopted. <br />Given some of the statements made, inaccurate/incomplete information and widespread <br />dissemination of the letter; council may want to respond. Options include: <br />1. Written response from Mayor/Administrator. <br />2. Request additional information. <br />3. Invite President Cunningham to future meeting/workshop to discuss. <br />4. Other or combination of above (respond, request, invite) <br />Consensus Requested — Determine appropriate response. <br />
