Mounds View EDA August 27, 2018 <br />Regular Meeting Page 3 <br /> <br />disclosed at this point. He indicated the EDA had decided on a land price and this had not yet 1 <br />been discussed with the developer. 2 <br /> 3 <br />Commissioner Bergeron questioned if one of the options would require a code change. Business 4 <br />Development Coordinator Beeman stated this was the case. He noted if the mixed use option 5 <br />were pursued a code change would be required to allow for the sale of tobacco and alcohol. 6 <br /> 7 <br />President Mueller requested the EDA select an option to move forward with for the Crossroad 8 <br />Pointe development and direct staff accordingly. 9 <br /> 10 <br />MOTION/SECOND: Hull/Bergeron. To Consider Approval of Option 1, all apartments and 11 <br />direct staff to negotiate with the developer to come to a consensus on the land price. 12 <br /> 13 <br />Commissioner Hull stated he did not believe apartment dwellers would want to live next to a 14 <br />Kwik Trip. In addition, he feared the BP would not survive if a Kwik Trip were to move into the 15 <br />City. He was of the opinion Option 1 would provide the City with the best property taxes. 16 <br /> 17 <br />Commissioner Bergeron indicated three weeks ago the City heard some very compelling 18 <br />information about raising the legal tobacco age to 21. He explained if Option 2 were pursued, 19 <br />the sale of tobacco would occur even closer to a Mounds View school. He stated there was not a 20 <br />chance he could support that. He believed this would be a vast mistake with the tobacco age 21 <br />remaining at 18. 22 <br /> 23 <br />Commissioner Gunn commented the residents that attended the worksession meeting were not in 24 <br />support of Option 2 and Kwik Trip. However, she noted she received a great deal of positive 25 <br />feedback regarding Kwik Trip when speaking to residents during National Night Out. She 26 <br />commented Kwik Trip was the type of business that would assist in creating a walkable and bike-27 <br />able community. 28 <br /> 29 <br />Commissioner Meehlhause stated he received much of the same feedback during National Night 30 <br />Out. He commented if the EDA was still talking with the Beard Group he would fully support an 31 <br />all apartment option for this site. However, he does not see INH providing the same quality of 32 <br />apartments. For this reason, he was inclined to support Option 2, which included a smaller 33 <br />apartment complex with a Kwik Trip. 34 <br /> 35 <br />President Mueller explained the Lucky Service Station at the corner of County Road H and 36 <br />Mounds View Boulevard has been very vocal about how a Kwik Trip would put this station out 37 <br />of business. She discussed how drivers typically visit gas stations on the same side of the 38 <br />highway for convenience purposes. She stated the Lucky Service Station has a smaller foot print 39 <br />when compared to other service stations in the community. She described the investments other 40 <br />service stations were making in their property to remain viable. She commented that either way 41 <br />this vote goes, she did not believe the City was picking winners or losers, but rather business 42
