Exceptions; A license is not required for residences occupied by the owner where no more than two sleeping rooms are rented and the renters have access to the entire residence, or for residences occupied only by the owner’s children or parents. The City has 120 Single-Family, and 1,621 Multi-Family rental units. Licenses are valid for one calendar year. Staff will begin contacting owners in September/October to renew their license for 2020. In preparation for the 2020 Budget, Staff is researching Rental Fees, specifically; (1) are fee revenues covering the City’s cost of administering the program and inspections; and (2) are our fees in-line with area cities. In summary, more research is needed. On the surface, Mounds View’s fees are 1/3 to ½ of the average charged by surrounding cities. Owners may receive discounts or penalties to fees, hence the need for more research to establish an “apples to apples” comparison. With the Council’s consent, Staff’s goals are to establish a fee structure which covers the City’s costs of the program, and is comparable to surrounding cities. If an amendment to the Fee Ordinance is proposed, this would be brought to the Council in July/August.
