The Mounds View Vision A Thriving Desirable Community Item No: 8D Meeting Date: June 10, 2019 Type of Business: CB Administrator Review: ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Don Peterson, Public Works Director Item Title/Subject: Resolution 9123, Approving the Bid and Awarding a Contract to Dering Pearson Group for the City Hall / Police Remodel Project Background/ Discussion: The City Council has been discussing the possibility of remodeling City Hall and the Police Department. Discussion was brought forward by Staff with the move of Public Works Administration Staff and the Police Department requiring more space and accommodations due to their current limited space and recent additional officers approved by referendum. (The current space in the Police Department is lacking showers in both the men’s and women’s locker rooms, also needed is a soft interview room, and a secure holding room.) A rough concept was presented to the City Council on April 2nd, 2018 and Council was supportive of moving forward in hiring an architectural firm to review the concept plans and investigate if a remodel project at City Hall was feasible. The following actions have been completed to date: • May 13th - City Council to Approve Plans and Authorize bidding • May 14th - Buetow 2 Architects send to General Contractors and advertise for bids. • May 23rd - Walk through of project area with bidders • May 31st - Public Bid – Bid opening City Council Chambers The following tables is a breakdown of the bids received: The apparent low bidder based off of the base bid was Cal-Tex. Buetow 2 Architects has reviewed all the bids. By adding alternate #3 the low bidder for the project is Dering Pearson Group of Rogers MN. Dering Pearson submitted a total project cost bid of $169,324, this is under the Architects estimated construction costs of $240,000. Dering Pearson has provided a list of projects and references as both Staff and Buetow 2 have not work with Dering Pearson in the past. Staff called several of the references and was only able to connect with one at the time of this report. The reference gave high marks and praise for Dearing Pearson, indicating that for the last project they did not go out for bid, but hired Dearing Pearson based on past performance in workmanship and bringing projects in on budget and on time.
