The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 08A <br />Meeting Date: May 28, 2019 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: One-Day Charitable Gambling Event at Silver View Park, <br />Mounds View Police Foundation, Resolution No. 9117 <br /> <br />Introduction: <br />The Mounds View Police Foundation is requesting to hold a one-day charitable gambling event <br />at Silver view Park on August 17, 2019, as part of the Festival in the Park. <br /> <br />Discussion: <br /> <br />This Festival in the Park event is to help support the community outreach efforts of the Foundation <br />and the Police Department. <br /> <br />All supporting documentation is on file with the City along with their non-profit status from the <br />Minnesota State Gambling Control Board. The event on August 17th at Silver view Park appears <br />to not meet the requirements under the City’s Charitable Gambling Code. In accordance with <br />Section 518.11: <br /> <br />518.11: DESIGNATED TRADE AREA: <br /> <br />Subd. 1. Each organization licensed to conduct gambling within the City shall expend at <br />least seventy-five percent (75%) of its lawful purpose expenditures on lawful purposes <br />conducted within the City’s Trade Area. (Trade area is defined as Mounds View, Blaine, <br />Shoreview, Arden Hills, New Brighton, Fridley, and Spring Lake Park). <br /> <br />Subd. 2. This section applies only to lawful purpose expenditures of gross profits derived <br />from gambling conducted at a premises within the City’s jurisdiction. <br /> <br />Strategic Plan Strategy/Goal: <br />The Festival in the Park is one of several events that addresses the goal of Community <br />Engagement. <br /> <br />Financial Impact: <br />There is no fiscal impact with this request. <br /> <br />Recommendation: <br />Approve Resolution No. 9117, Resolution approving a one-day charitable gambling premises <br />permit for the Mounds View Police Foundation to conduct charitable gambling at Silver View <br />Park on August 17, 2019, as part of the Festival in the Park. <br /> <br />Respectfully submitted, <br /> <br />________________________ <br />Nyle Zikmund <br />City Administrator <br /> <br />
