Mounds View City Council June 10, 2019 <br />Regular Meeting Page 11 <br />1 Administrator Zikmund stated he had forwarded these concerns to Community Development <br />2 Director Sevald and Jacob Martin requesting they pull together a summary of how to address <br />3 these matters. He suggested the Council discuss this matter further at an upcoming worksession <br />4 meeting. <br />5 <br />6 Mayor Mueller encouraged residents to visit the corner of Groveland and Arden where Ernie and <br />7 Janette Laport have two lending libraries. She noted Janette does a story time every other <br />8 Tuesday beginning at 10:00 a.m. She noted story time would be held on Tuesday, June 11th, June <br />9 25th, July 91h, July 23rd, August 6th and August 201h at 10:00 a.m. <br />10 <br />11 B. Reports of Staff. <br />12 <br />13 Public Works Director Peterson stated an informational Open House would be held for the <br />14 residents along Long Lake Road on Tuesday, June 11th to discuss the upcoming street <br />15 improvements. He explained the Fire House pavement was done and the Silver View Park had <br />16 the first lift of asphalt. He reported seal coating work would begin on Monday, June 17th <br />17 <br />18 Public Works Director Peterson updated the Council on the splash pad and noted this amenity <br />19 should be open for use by early July. <br />20 <br />21 Mayor Mueller recommended a ribbon cutting ceremony be held for the splash pad. <br />22 <br />23 City Administrator Zikmund reported the EDA would be meeting on Monday, June 24th at 5:30 <br />24 p.m. <br />25 <br />26 City Administrator Zikmund explained he was continuing to visit Tires N'More to investigate <br />27 that property and has not yet been able to make contact with a property owner. <br />28 <br />29 City Administrator Zikmund reported the new traffic car began service on June 10th and would be <br />30 dedicated solely to traffic stops. <br />31 <br />32 1. Charter Commission Membership <br />33 <br />34 City Administrator Zikmund discussed the concerns that were raised regarding the Charter <br />35 Commission. He explained the Council was concerned with the functionality and high level of <br />36 turnover on this Commission. He stated he has attended every Commission meeting since he <br />37 began serving as the City Administrator. He noted he had recruited new members and a new <br />38 Chair. He discussed the meetings he held with the new Chair to immerse her in the rules and <br />39 procedures of this group. He reported the new Chair served at the March meeting and resigned <br />40 shortly after the May meeting. He commented he received notice from two other Charter <br />41 Commission members that they too would be resigning. He stated in his May 281h report to the <br />42 Council he expressed concern with the functionality of this group along with the ability to find <br />43 and retain members. The Council then directed staff to place this item on a worksession agenda. <br />44 He explained the City Attorney has spoken to the importance of having a full compliment on the <br />45 Charter Commission in order to be functional. He reported staff was directed by the Council to <br />
