MOUNDS VIEW <br />City of Mounds View Staff R <br />item No: 05E <br />Meeting Date June 24, 2019 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution No. 9131, Approving Revisions to the Mounds <br />View Solid Waste Management Standards <br />Introduction: In 2014 the City Council directed Staff to work with Ramsey County to <br />develop the Mounds View "Solid Waste Management Standards" to provide greater <br />detail and specific requirements relating to garbage and recycling collection in the City <br />of Mounds View. The objective of the "Standards" is to achieve a reduction in waste <br />generated, encourage greater collection of recyclables, enhance participation among <br />multi -family, commercial and industrial properties, promote best management practices, <br />and ensure consistency with State and County laws, rules and ordinances. The <br />Mounds View Solid Waste Management Standards were adopted by resolution in <br />October 2014. <br />Discussion: Staff recently reviewed the Standards and found that some revisions were <br />needed. The major modification is to the insurance requirement. Staff has added a <br />requirement specifically for roll off type vehicles that reduces the $5M requirement <br />which Staff feels is excessive for these types of vehicles. We recently had a hauler <br />withdraw their City license renewal application because they are an on-call roll off <br />company that hauls some solid waste which requires City licensing, however, they felt <br />the $5M was too excessive for the limited operations they have in Mounds View. The <br />changes to the insurance requirements are as follows: <br />Before a license is issued, the applicant shall file with the City Administrator <br />evidence that the applicant has in effect public liability insurance for the hauler's <br />business and for all vehicles as follows: <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
