of Mounds View Staff R <br />Item No: 07A <br />Meeting Date: June 24, 2019 <br />Type of Business: Special Order of Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Discussion — Assisted Living concept (Dan Carlson) <br />Introduction: <br />Dan Carlson is a residential builder who has had discussions with Tom and Lisa Fields, about <br />redeveloping their property on Lambert Avenue into four lots. Each lot would have an Assisted <br />Living facility for 7-9 persons, and be designed to resemble a single-family home. <br />This discussion would be appropriate for a Council Work Session, but due to the unavailability <br />of Mr. Carlson and Staff on July 1St, Staff bumped this up to the June 24th Regular Meeting. <br />Staff's intent is for this to be a short discussion (5-10 minutes), and for the Council to provide a <br />consensus if this project may be appropriate (soft maybe), or is definitely not appropriate (hard <br />No). The Council's consensus is non-binding. <br />Discussion: <br />The Fields' property at 2255 Lambert Avenue consists of one 2.16 acre lot, with a single-family <br />home. The Developer would remove the home, and subdivide the property into four lots, <br />meeting the minimum lot size requirements for single-family. The proposed Assisted Living <br />facilities would include a first floor and lower level with an elevator, and seven bedrooms per <br />home, intending to house 7-9 residents. If the assisted living market were to change, reducing <br />the demand, the intent is that each home could be converted into a single-family residence. <br />There are a number of group homes within Mounds View, the most similar of which would be <br />the Phoenix Residence, on County Road I & Long Lake Road. Minnesota Statute' allows <br />licensed Group Homes housing up to six non -related residents within any residential district. <br />The Phoenix Residence resembles a single-family home, and is adjacent to twin homes and <br />single-family. <br />The proposed seven -unit facility (X4) exceeds this amount, thus, is interpreted by the Zoning <br />Code as a Nursing Home or Senior Congregate Housing, which is a Conditional Use in the R-4 <br />High Density Residential distriCt. 2 <br />An alternative to rezoning the property from R-1 to R-4, is to rezone it to PUD, and obtain a <br />CUP for a Residential PUD for Senior Housing.3 The minimum project size is two acres <br />(existing property is 2.16 acres). <br />In either case, an Amendment to the Comprehensive Plan may be necessary to change the <br />planned land use from Single -Family Detached, to Multiple Family (Up to 17.4 units per acre. <br />Proposed: 12.96 units per acre), or to Institutional (e.g. social or healthcare facilities). Because <br />the City is in the process of updating its Compressive Plan, the Metropolitan Council will not <br />accept amendments of the old plan, until the new plan is adopted, sometime in early 2020. <br />Staff will research further if this (PUD) can be done without an amendment. <br />' MN Statute 462.357, Subd 7 <br />2 City Code, Section 1109.04, Subd 2 <br />1 City Code, Section 1120.03, Subd 1(g) (Senior Housing) <br />
