1 <br />City of Mounds View Staff Report <br />Item No: 08A <br />Meeting Date: June 24, 2019 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Consideration of Resolution 9128, to <br />Approve a Chicken/Duck Keeping License for Seth Kaduce, <br />8086 Long Lake Road <br />Introduction: The Mounds View City Council passed Ordinance 903, which amended Chapter <br />701 of the Code, to provide for limited and controlled raising and keeping of chickens and/or <br />ducks on properties zoned R-1, Single Family. Residents are limited to no more than eight <br />chickens or ducks restricted to only backyard areas. This Ordinance became effective on <br />August 3, 2015. <br />Discussion: Seth Kaduce, owner of 8086 Long Lake Road, has submitted an application to raise <br />and keep eight chickens on is property. Attached is the application for the City Council's <br />consideration. The City requires that backyard areas within which the chickens are allowed to <br />roam must be fenced. A site inspection conducted on May 28th indicated that a fence exists in <br />the rear yard behind the garage enclosing an area approximately15' by 25'. The site plan <br />submitted shows that the coop will have adequate setbacks. It appears Mr. Kaduce meets all <br />requirements under Ordinance 903. <br />In accordance with Ordinance 903, initial applications shall be considered by the City Council <br />after holding a public hearing. Renewals may be approved administratively unless the City has <br />received substantial complaints or related violations have been documented during the previous <br />year. <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the <br />Vision Statement, "...welcoming a desirable destination to all ages and cultures ... and a place <br />where residents can live, work and play." <br />Financial Impact: None <br />Recommendation: Staff recommends opening this public hearing for public comment and <br />approval of this license request. This is an annual license, and if approved, will expire on <br />December 31, 2020. <br />Staff has published a public hearing notice in the June 12, 2019 edition of the Mounds View -New <br />Brighton Bulletin, the City's official newspaper. In addition, as required, notices were mailed to <br />residents within a 350 feet of 8086 Long Lake Road. <br />Respectfully submitted, <br />Nyle Zikmund <br />
