Staff recommends that this be a judgement call made on-site
during construction.
During the Planning Commission's June 5` Work Session, and June 19th Meeting, the Dog Run
was discussed. The Developer agreed that a 4' ornamental fence would be installed (chain-link
shown on plans).
The project will include two Stormwater infiltration basins, located in the southeast corner, and
along Edgewood Dr, between the Dog Run and the private tot lot. The basins are designed to
hold water during storm events, and should be dry otherwise. The basins will have a 3:1 slope.
The bottom of the basins will be 8' below grade. The 3:1 slope is within an acceptable range,
however, Staff is concerned about the appearance of the western basin, because of its close
proximity to the sidewalk and tot lot. Staff recommends that additional landscaping be installed
as a buffer, but that this be a judgement call made on-site during construction. Other
Stormwater storage will occur in underground chambers below the parking lot.
Snow Storage
There is no firm plan for on-site snow storage, without displacing parking stalls. The Developer
has discussed hauling snow off-site, as necessary.
Off -Street Parking
Guideline # of stalls' Proposed stalls
Garage 128 128
Parking Lot 192 133
TOTAL 320 261
The parking to apartment ratio is 2.04 spaces per unit (2.5 required if outside of the County
Road 10 overlay district). Staff's opinion is that two spaces per unit is adequate.
Bike storage will be accommodated within the parking garage.
I City Code, Section 1120.02, Subd 10 (Landscaping)
4 City Code, Section 1127.05 (Landscaping)
s One overstory deciduous shade tree for every 2,000 sq ft of the total building footprint, e.g. 46,845 sq ft foot print
= 23 deciduous trees.
6 One coniferous tree for every 2,000 sq ft of building or one coniferous tree for every 200 feet of site perimeter,
whichever is greater, e.g. 23 coniferous trees if building footprint, or 9 trees if 1,799' site perimeter (23 is greater
number).
7 One understory shrub for every 300 sq ft of building, or one shrub for every 30' of site perimeter, whichever is
greater, (156 shrubs if using building footprint, or 60 shrubs if using site perimeter).
8 One ornamental tree for every 2,000 sq ft of building or one ornamental tree for every 200' of site perimeter,
whichever is greater, (e.g. 23 ornamental trees or 9).
9 City Code, Section 1121.13 (Schedule of Off -Street Parking Requirements; Multiple -family dwellings)
The Mounds View Visiot_
A Thriving Desirable Commit,«ty
