Increased glare from exterior lighting along the south property line adjacent to the <br />neighboring apartment building (+ 1.4 fc). <br />6. Increased building height (+ one story). <br />As a PUD, the project exceeds the minimum standards in the following areas: <br />1. Increased exterior finishes (+ 40%). <br />2. Increased pedestrian access (e.g. sidewalks). <br />3. Private amenities viewable from public roads which enhance a "sense of community" at <br />this corner (common areas = patios, decks, outdoor seating, playground, dog run, etc.) <br />4. The architecture of the building complements that of the neighboring Bel Rae Senior <br />Living. <br />A Public Hearing Notice was published in the June 12, 2019 Bulletin, and mailed to property <br />owners and occupants within 700' of the project (twice the required distance), <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and current list of available <br />sites, encourage land owners to maintain their properties, & consider residential development. <br />Financial Impact: <br />None. <br />Planning Commission Recommendation: <br />The Planning Commission recommended approval of the CUP for a Residential PUD, & <br />Development Review at its June 19, 2019 meeting (Resolution 1099-19). <br />Staff Recommendation: <br />Staff recommends that the Council hold a Public Hearing, and Table the CUP & Development <br />Review until July 8, 2019, so that all actions on Crossroad Pointe happen concurrently. <br />Staff recommends the following changes to plans submitted May 30, 2019: <br />1. Exterior Lighting: <br />Remove or modify an exterior light in the parking lot which causes <br />light trespass exceeding the City's lighting standards. (decision should <br />be made on-site after the building and parking lot are built). <br />2. Dog Run: <br />4' chain-link fence be changed to 4' ornamental fence. <br />3. Over -story Trees: <br />Consider additional trees along the project perimeter (decision should <br />be made on-site after the building and parking lot are built). <br />4. Infiltration Basin: <br />Consider installing additional landscaping as a buffer between the <br />west Stormwater infiltration basin, and the Edgewood Road sidewalk <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
