Resolution 1097-19 <br />Page 3 of 4 <br />WHEREAS, the properties are within the County Road 10 Corridor Overlay District; <br />and, <br />WHEREAS, the Mounds View Planning Commission has reviewed the Staff Report, and <br />Zoning Map; and, <br />NOW, THEREFORE, BE IT RESOLVED, the Mounds View Planning Commission <br />has considered possible adverse effects of the proposed Zoning Map Amendment, and makes the <br />following Findings (italics): <br />1. Relationship to the Comprehensive Plan. <br />Findings: These properties are guided for Mixed Use —PUD in the Comprehensive <br />Plan (2008). The proposed use; multi family residential, is consistent with <br />the residential component of the Mixed Use PUD future land use <br />designation. <br />2. The geographical area involved. <br />Findings: The geographical area is conducive to a Mixed Use PUD. <br />3. Whether such use will tend to or actually depreciate the area in which it is proposed. <br />Findings: The proposed rezoning from B-3 Highway Business to PUD Planned Unit <br />Development has no demonstrated effect on surrounding property values. <br />4. The character pf the surrounding area. <br />Findings: The character of the surrounding area includes a mix of commercial <br />(restaurant, liquor store, auto dealership), multi family residential <br />(apartments, senior independent & assisted living), and single-family <br />attached and detached residential. The proposed Zoning Map amendment <br />is consistent with this mix of uses. <br />5. The demonstrated need for such use. <br />Findings: The proposed use is a 128 -unit market -rate apartment building, to be <br />developed as a Planned Unit Development. <br />beginning.
