Ordinance 958 Page 4 of 4 INH Properties commissioned a market study, completed by Viewpoint Consulting Group; entitled, "Demand Assessment for Market Rate Rental Housing in Mounds View, Minnesota ", dated April 23, 2018. The study suggests an unmet market rate rental demand of 866 units within the Mounds View Prime Market Area, generally including all or portions of; Arden Hills, Blaine, Circle Pines, Columbia Heights, Coon Rapids, Fridley, Lexington, Mounds View, New Brighton, Saint Anthony Village, Shoreview, and Spring Lake Park. The study recommends 130 — 140 units be developed on the subject properties, capturing 15% - 20% of that demand, between years 2017 — 2022. NOW, THEREFORE, BE IT FURTHER RESOLVED, In accordance with Section 3.07 of the City Charter, City staff shall have the following summary printed in the official City newspaper in lieu of the complete ordinance: On July 8, 2019, the City Council adopted Ordinance 958, amending the Official Zoning Map, from B-3 Highway Business to PUD Planned Unit Development, for properties located at 2390 Mounds View Boulevard, 2394 Mounds View Boulevard, and 2400 County Road H2. This project is commonly known as Crossroad Pointe. A printed copy of the ordinance is available for inspection during regular business hours at Mounds View City Hall and is available on line at the City's web site located at www.moundsviewmn.org. NOW, THEREFORE, BE IT FINALLY RESOLVED, This ordinance shall take effect and be in force 30 days from and after its passage and publication, in accordance with Section 3.09 of the City Charter.
