Decreased minimum building setbacks along County Road H2 (- 13'), and increased <br />maximum setbacks along Mounds View Boulevard (+ 22'). <br />5. Increased glare from exterior lighting along the south property line adjacent to the <br />neighboring apartment building (+ 1.4 fc). <br />6. Increased building height (+ one story). <br />As a PUD, the project exceeds the minimum standards in the following areas: <br />1. Increased exterior finishes (+ 40%). <br />2. Increased pedestrian access (e.g. sidewalks). <br />3. Private amenities viewable from public roads which enhance a "sense of community" at <br />this corner (common areas = patios, decks, outdoor seating, playground, dog run, etc.) <br />4. The architecture of the building complements that of the neighboring Bel Rae Senior <br />Living. <br />A Public Hearing was held June 24, 2019. Public comments included questions and answers <br />about private amenities to be provided to renters; opposition to a non -mixed-use development, <br />as this was the intent of the Comprehensive Plan; opposition to adding more apartments, when <br />restaurants are needed; and opposition to closing Greenfield Avenue. <br />The Developer provided a list of private amenities to be included. In comparing Crossroad <br />Pointe to other suburban projects mentioned, Crossroad Pointe will not have a pool or dedicated <br />unit for short-term rentals (e.g. nightly), but will be similar in character to most modern <br />apartments. <br />It has been Staff's experience in marketing this property for several years that vertical mixed- <br />use (apartments above retail) is not practical at this site. <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and current list of available <br />sites, encourage land owners to maintain their properties, & consider residential development. <br />Financial Impact: <br />None. <br />Planning Commission Recommendation: <br />The Planning Commission recommended approval of the CUP for a Residential PUD, and <br />Development Review at its June 19, 2019 meeting (Resolution 1099-19). <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
