Item 08D <br />Page 5 of 11 <br />Signage <br />Ground Signs are proposed to be located at the NE corner (200 sq ft), and NW corner (40 sf). <br />Within the City Code, signage may be determined through a PUD Narrative. If no Narrative <br />exists, signage shall comply with the B-3 district (e.g. 200 sq ft ground sign, maximum height of <br />16'). <br />Staff recommends that signage comply with the R-4 district; allowing grounds signs of 32 sq ft in <br />area, and height of 8'. Staff is supportive of allowing two grounds signs. <br />Dwelling Size <br />An Ordinance Amendment has been proposed to allow studios to be 520 sq ft in size. <br />Construction Timeline <br />Construction is planned, Fall 2019 thru Spring 2021. <br />During the Planning Commission's June 51" Work Session, it was asked about construction <br />hours. The City Code follows state noise standards 14. The Developer stated construction <br />would occur 7:00 AM - 7:00 PM. <br />PUD Narrative: <br />The intent of a PUD Narrative is to interpret drawings into a text format, which clarifies the <br />approved variations from the City Code, allowed as a PUD. The Narrative is used by Staff when <br />reviewing plans after the project is constructed, e.g. 20 or 30 years from now, when the owner <br />requests to replace a sign, or re -side the building, etc. <br />A DRAFT PUD Narrative is attached. It is Staff's intent that assuming the Council approves the <br />Resolution as written, the Developer will then update the Site Plan, to be included in a final PUD <br />Narrative. The final narrative will not need to be re -approved by the Council. <br />Summary: <br />INH Properties proposes to build a 128 -unit apartment building on property zoned PUD, and <br />subject to approval of a CUP for a Residential PUD and a Development Review. <br />As mentioned earlier, approving a PUD is a give and take process. As a PUD, the City Council <br />may grant deviations from the City Code. Proposed deviations include: <br />'3 City Code, Section 1104.02, Subd 4(c) (Minimum Floor Area Per Dwelling Unit) <br />'a MN Rule 7030.0040 (Noise Standards) establishes maximum levels for daytime (7:00 AM — 10:00 PM) and <br />nighttime activities, based on the type of land use. For example, residential properties (Noise Area Classification <br />1).
