Mounds View City Council June 24, 2019 <br />Regular Meeting Page 4 <br />1 Council Member Meehlhause questioned if memory care would occur in these homes. Mr. Hanf <br />2 was uncertain and noted his partner Andrea Temple would be making this decision. <br />3 <br />4 Council Member Gunn stated this was an interesting concept and noted this would provide a new <br />5 type of housing that was not already available in the City. She indicated she could support this <br />6 project moving forward. <br />7 <br />8 Council Member Meehlhause agreed this was an intriguing concept. He stated he understood <br />9 there was a need for assisted living in the community. He supported this project moving <br />l o forward. <br />11 <br />12 Council Member Bergeron indicated he too was in favor of exploring this concept further. <br />13 <br />14 Mayor Mueller commented she did not support the proposal moving forward. She explained she <br />15 would rather see single family homes on these lots versus assist living units. She expressed <br />16 concern with the number of lower level units and how individuals in these bedrooms would <br />17 escape if there happened to be a fire. <br />18 <br />19 Mr. Carlson reported the four homes would have a walkout basement. He explained each <br />20 basement bedroom would have an egress window. <br />21 <br />22 Mayor Mueller asked who would be responsible for yard maintenance. Mr. Carlson indicated a <br />23 yard company would be contracted to complete this work. <br />24 <br />25 Council Member Gunn questioned when the applicant would like to begin this project. Mr. <br />26 Carlson explained he and his partners were coordinating this project with the City. He stated his <br />27 goal would be to begin the homes yet this summer. <br />28 <br />29 Council Member Gunn asked how this project could proceed given the fact the Comprehensive <br />30 Plan was not yet approved. Community Development Director Sevald indicated the homes could <br />31 not be occupied for assisted living until the zoning was changed. <br />32 <br />33 Council Member Meehlhause stated the City had just rezoned several properties. Community <br />34 Development Director Sevald reported this was the case and noted these rezonings were <br />35 completed to fix an error that occurred 20 years ago in the Zoning Map. He explained these <br />36 rezonings did not change the Comprehensive Plan. <br />37 <br />38 Council consensus was to direct staff to move forward with this project. <br />39 <br />40 8. COUNCIL BUSINESS <br />41 A. Public Hearing: Resolution 9128, Approving a Chicken/Duck Keeping <br />42 License for Seth Kaduce at 8086 Long Lake Road. <br />43 <br />44 Assistant City Administrator Beeman requested the Council approve a chicken/duck keeping <br />45 license for Seth Kaduce for the property at 8086 Long Lake Road.
