Mounds View City Council June 24, 2019 <br />Regular Meeting Page 5 <br />1 restrictions in place for chicken/duck keeping and noted Mr. Kaduce was proposing to have a <br />2 chicken coop that was in conformance with City Code. Staff commented further on the request <br />3 and recommended approval. <br />4 <br />5 Mayor Mueller opened the public hearing at 7:25 p.m. <br />6 <br />7 Sandra Spector, 2556 Sherwood Road, indicated she lived next to Seth Kaduce. She requested <br />8 further information about what to expect if her neighbor is keeping chickens and if there would <br />9 be an odor. Mayor Mueller reviewed the location of the proposed chicken coop and noted it <br />10 would be fenced. <br />11 <br />12 Hearing no further public input, Mayor Mueller closed the public hearing at 7:27 p.m. <br />13 <br />14 Assistant City Administrator Beeman explained the cages would have to be cleaned regularly. <br />15 He explained he understood chickens were great at managing ticks and other insects. <br />16 <br />17 Seth Kaduce, 8086 Long Lake Road, explained he and his wife would be moving into his <br />18 parent's house while he searches for a home in the area. He indicated he has applied for eight <br />19 chickens noting he now had seven. He reported he cleaned his coop four times a year and noted <br />20 his neighbors would not hear the chickens from 25 feet away. He noted this would be his fourth <br />21 year with chickens. <br />22 <br />23 MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 9128, <br />24 Approving a Chicken/Duck Keeping License for Seth Kaduce at 8086 Long Lake Road. <br />25 <br />26 Ayes — 4 Nays — 0 Motion carried. <br />27 <br />28 B. Public Hearing: First Reading and Introduction of Ordinance 958, <br />29 Amending the Zoning Map for 2390, 2394 Mounds View Boulevard and 2400 <br />30 County Road H2. <br />31 <br />32 Community Development Director Sevald requested the Council introduce Ordinance 958 <br />33 amending the Zoning Map for 2390 and 2394 Mounds View Boulevard and 2400 County Road <br />34 H2. He explained these properties were known as Crossroad Pointe. He explained INH <br />35 Properties is proposing to develop a 128 -unit apartment building at the south corner of Mounds <br />36 View Boulevard and County Road H2. The project involves multiple planning applications <br />37 including a request to rezone the applicable properties from B-3 Highway Business to PUD <br />38 Planned Unit Development. Staff provided further comment on the proposed project and reported <br />39 the Planning Commission recommended approval of the Ordinance amendment. <br />40 <br />41 Mayor Mueller opened the public hearing at 7:39 p.m. <br />42 <br />43 Celena Monn, 2357 Sherwood Road, stated she has expressed many concerns regarding the <br />44 rezoning of this property. She agreed this would be a great opportunity for Mounds View, but <br />45 feared limiting this project to only apartments restricted the goals of the Comprehensive Plan. <br />
