Item No: 08E <br />Meeting Date: July 8, 2019 <br />MOUNDS VIEW Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9133, Approving the Preliminary Plat of Crossroad <br />Pointe (Tabled from June 24, 2019) (Planning Case MU2019-001) <br />Introduction: <br />INH Properties is proposing to develop a 128 -unit apartment building at the south corner of <br />Mounds View Boulevard and County Road H2. The project involves multiple planning <br />applications, including a request for Preliminary Plat approval. <br />This item was Tabled at the June 24, 2019 Council meeting, with the intent that the Council <br />would take action on all Crossroad Pointe items at the same meeting. <br />Discussion: <br />As -is, the project consists of three parcels, divided by Greenfield Ave. The Developer is proposing <br />that the City vacate the street and all city easements, and combine the properties into one lot. <br />Greenfield Avenue would terminate as a Hammerhead dead-end. There would be no access <br />from Greenfield Avenue into the plat. All access from the plat would be from Edgewood Drive, as <br />was directed by the City Council at its February 4, 2019 Work Session. <br />Analysis <br />A Preliminary Plat of a Major Subdivision involves the division of property in which more than <br />one additional parcel or lot is created, or which is two acres or larger in size. The subject <br />property is four acres (excluding right-of-way dedication). <br />The property is proposed to be zoned PUD Planned Unit Development, and guided as Mixed <br />Use PUD in the Comprehensive Plan (2008). Minimum lot size and dimensions are to be <br />determined by the City Council as subject to an approved PUD. <br />The Developer has submitted a Survey, Preliminary Plat, Final Plat, and Grading & Drainage <br />Plan to the City. Staff disseminated plans to applicable departments and agencies for <br />comments. The City has completed a Title Certificate, to be reviewed by the City Attorney. <br />In general, the Preliminary Plat is consistent with the City Code, subject to Rice Creek <br />Watershed District (RCWD) permitting requirements, and any requirements of the County <br />Surveyor. <br />Approval of a Preliminary Plat provides direction from the City to the Developer, to prepare a <br />Final Plat to be approved at a later date. <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and current list of available <br />sites, encourage land owners to maintain their properties, & consider residential development. <br />
