MOUNDS , VIEW <br />City of Mounds View Staff Report <br />To: <br />From: <br />Item Title/Subject: <br />Item No: 05C <br />Meeting Date: July 22, 2019 <br />Type of Business: Consent Agenda <br />City Administrator Review: <br />Honorable Mayor and City Council <br />Nyle Zikmund, City Administrator <br />Resolution 9137 Approving the Renewal of an Agreement for Services <br />between the City of Mounds View Northeast Youth and Family Services <br />Introduction: Northeast Youth & Family Services (NYFS), formerly known as Northwest <br />Youth and Family Services, is a community based non-profit human agency that serves <br />youth and families in suburban Ramsey County each year. They offer such services as <br />mental health counseling, juvenile diversion, day treatment (NETS), senior chore <br />services, youth employment and youth development. NYFS contracts with Mounds View <br />and other Ramsey County communities to offer these services. At a workshop last year <br />Council approved support of a new position specific to facilitate diversion of individuals <br />taken into custody when exhibiting mental health issues. NFYS developed a job <br />description, posted and has now hired the individual. Revisions to the current agreement <br />reflect the changes and Staff is looking for approval of the new agreement. <br />Discussion: The City of Mounds View has partnered with NYFS since the organization's <br />inception in 1976. As mentioned, there have been some revisions made to the current <br />agreement. Foremost, is adding case management position specific to individuals <br />exhibiting behaviors consistent with mental health issues who have intersected with the <br />police department. This position will work with individuals who are charged with <br />offenses/and or detained are provided an individual case worker to assist them in <br />resolving the issue if related to mental health. With this additional support, these <br />individuals have a much greater chance of not re -offending. There in an increase in fees <br />charged to the City for this service. We are one of five cities partnering on this program. <br />Strategic Plan Strategy/Goal: Continue to be a progressive City that is welcoming and a <br />desirable destination where residents can work, live, and play safely while being sensitive to <br />the changing demographics and their needs and inclusive to all socioeconomic situations. <br />Financial Impact: $15,000 contract fee of which $9,000 was originally budgeted. <br />Recommendation: Staff recommends approval Resolution 9137 Approving an Agreement for <br />Services between the City of Mounds View and Northeast Youth and Family Services.
