MouNDs VIEw <br />City of Mounds View Staff Report <br />Item No: 5.E. <br />Meeting Date: July 22, 2019 <br />Type of Business: Council Consent <br />Administrator review: <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resources Coordinator <br />Item Title/Subject: Resolution 9141, Approving Severance for Blaine Backes <br />Public Works Maintenance Worker <br />Background <br />Public Works Maintenance Worker Blaine Backes agreed to resign from his position <br />effective July 15, 2019. Mr. Backes was employed with the City since August 5, 2013. <br />Attached is Resolution 9141 which authorizes severance to Mr. Backes in accordance <br />with the Labor Agreement between the City of Mounds View and the Public Works <br />Collective Bargaining Unit. <br />Discussion <br />Mr. Backes agreed to submit his resignation provided the City compensate him for three <br />months' wages ($15,568.80), including the City's employee benefit incentive of $1,125 <br />per month ($3,375). Additionally, Article 26 of the Labor Agreement provides for <br />severance compensation of accrued and unused vacation hours and accrued <br />compensatory time. Mr. Backes has a remaining vacation balance of 42.4 hours and <br />accumulated compensatory time of 4.29 hours. Article 27 of the Labor Agreement states <br />employees who have completed two years of service shall contribute 50% of unused sick <br />leave to the Retirement Health Savings Plan.
