MOUNDS VIEW <br />City of Mounds View Staff Report <br />To: <br />From: <br />Item Title/Subject: <br />Item No: 08A <br />Meeting Date: July 22, 2019 <br />Type of Business: Council Business <br />City Administrator Review: <br />Honorable Mayor and City Council <br />Nyle Zikmund, City Administrator <br />Public Hearing: Resolution 9138 Approving a Temporary On -Sale <br />Liquor License for the Festival in the Park of Mounds View to Allow Welsch's <br />Big Ten Tavern to Sell and Serve Liquor during the Mounds View Festival in <br />the Park <br />Introduction: In accordance with the Mounds View City Code, Temporary On -Sale Liquor Licenses <br />may be issued to a club, charitable, religious or non-profit organization for not more than three <br />consecutive days. The Mounds View Festival in the Park of Mounds View is a non-profit organization <br />that is requesting to have Welsch's Big Ten Tavern, located in the City of Arden Hills, sell and serve <br />liquor during the Mounds View Festival in the Park on Saturday, August 18, 2019. A public hearing is <br />required for all liquor licenses, including temporary. <br />Discussion: As in past Mounds View festivals, a fenced in area will be designated as the "beer <br />garden" with a mobile truck unit dispensing alcoholic beverages for sale. All alcoholic beverage must <br />remain within the fenced in area. The "beer garden", as with other activities this year, the "beer <br />garden" will be located at Silver View Park. <br />Application materials, including insurance and fees, have been submitted. Staff has received a <br />satisfactory criminal background check on the applicant for Welsch's Big Ten Tavern from the Mounds <br />View Police Department. Big Ten has a current On -Sale Intoxicating Liquor License with the <br />Minnesota Department of Public Safety (Alcohol and Gambling Division) and a current liquor license <br />with the City of Arden Hills. Both licenses are in good standing. <br />A representative from the Mounds View Festival in the Park of Mounds View and Welsch's Big Ten <br />Tavern will be present at this meeting to answer any questions you may have in regard to management, <br />security and distribution of liquor during this event. <br />A public hearing notice was published in the Mounds View -New Brighton Bulletin on July 10, 2019. <br />Strategic Plan Strategy/Goal: Issuance of this license is consistent with the Vision Statement, <br />"...welcoming a desirable destination to all ages and cultures...and a place where residents can live, <br />work and play." <br />Financial Impact: None <br />Recommendation: Staff recommends approval of a Temporary On -Sale Liquor License for Festival in <br />the Park of Mounds View to allow Welsch's Big Ten Tavern to sell and serve liquor during festival at <br />Silver View Park on Saturday, August 17, 2019. <br />Respectfully Submitted, <br />Nyle Zikmund <br />Inc _viuumn v ieW Vision <br />A Thriving Desirable Community <br />
