Mounds View City Council July 22, 2019 <br />Regular Meeting Page 4 <br /> <br />checks had been completed by the City. Staff commented further on the request and <br />recommended approval. <br /> <br />Mayor Mueller opened the public hearing at 7:05 p.m. <br /> <br />Hearing no public input, Mayor Mueller closed the public hearing at 7:05 p.m. <br /> <br />Theresa Cermak, Festival in the Park Committee President, explained beer would be served on <br />Saturday at Festival in the Park in Silver View Park and would not be served at the dance on <br />Friday night. <br /> <br />Mayor Mueller asked if the beer sales would occur in a fenced in area. Ms. Cermak reported this <br />was the case and noted wrist bands would be used after ID’s were checked. <br /> <br />MOTION/SECOND: Gunn/Bergeron. To Waive the Reading and Adopt Resolution 9138, <br />Approving a Temporary On-Sale Liquor License for Festival in the Park of Mounds View to <br />Allow Welsh’s Big Ten Tavern to Sell and Service Liquor at the 2019 Festival in the Park. <br /> <br />Mayor Mueller thanked Theresa Cermak and Bob King for their efforts in planning Festival in <br />the Park. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Second Reading and Adoption of Ordinance 960 Amending City Code, <br />Chapter 1204, and the 2019 Fee Ordinance, related to Park Dedication Fees. <br /> <br />City Administrator Zikmund requested the Council adopt Ordinance 960 which would amend <br />City Code Chapter 1204 and the 2019 Fee Ordinance related to Park Dedication Fees. Staff <br />reviewed the proposed amendments which would change the fee from a square foot calculation <br />to a set fee with the Council in further detail and recommended approval. <br /> <br />MOTION/SECOND: Hull/Gunn. To Waive the Second Reading and Adopt Ordinance 960 <br />Amending City Code, Chapter 1204, and the 2019 Fee Ordinance, related to Park Dedication <br />Fees directing staff to publish and Ordinance summary. <br /> <br />ROLL CALL: Bergeron/Gunn/Hull/Meehlhause/Mueller. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />C. Resolution 9140, Accept Improvements and Approve Final Payment for the <br />Construction of the Public Works Facility. <br /> <br />Public Works Director Peterson requested the Council accept improvements and approve final <br />payment for the construction of the Public Works Facility. He reported this action would close <br />out the construction project for the new building. He noted Ebert Construction substantially
