Mounds View City Council July 22, 2049 <br />Regular Meeting Page 8 <br />2 City Administrator Zikmund reported the SBM Fire Department would be holding a recruiting <br />3 open house on Tuesday, September 24th from 6:00 p.m. to 8:00 p.m. <br />4 <br />5 City Administrator Zikmund explained he was working on the 2020 budget with staff. <br />6 <br />7 City Administrator Zikmund reviewed the topics that would be discussed at the August <br />8 worksession meeting. <br />9 <br />10 City Administrator Zikmund stated he attended a meeting with Public Works and Community <br />I t Development staff today. He recommended the City begin charging an engineering review fee <br />12 for any type of construction, grading, fill or fence permit. He estimated half of the fences in the <br />13 City were located in the utility easement. He stated the fee should be around $130. <br />14 <br />15 Council Member Gunn supported the City charging an engineering fee. <br />16 <br />17 Council Member Bergeron asked how many of these permits the City had on a yearly basis. City <br />18 Administrator Zikmund estimated the City had 12 to 24 of these types of permits per year. <br />19 <br />20 Mayor Mueller questioned what benefit was received by having an engineer review these <br />21 permits. City Administrator Zikmund stated this was a combination of having an engineer <br />22 review the grading and hydrology, along with seeing where the drainage and utility easements are <br />23 located. Public Works Director Peterson explained the engineer would be ensuring that the <br />24 proposed plans were not impacting the surrounding neighbors. <br />25 <br />26 Mayor Mueller asked how other cities were handling these types of permits. City Administrator <br />27 Zikmund stated he had not researched how other cities were managing these types of permits. <br />28 <br />29 Council Member Gunn explained she supported the City stepping up by having an engineering <br />30 firm reviewing all construction, grading, fill or fence permits. She recommended the fee be $170 <br />31 to allow for the City to also collect an administrative fee. <br />32 <br />33 Council Member Bergeron agreed with the proposed fee amount. He commented the proposed <br />34 fee was the price of doing business and would ensure fences were not torn down in the future <br />35 because they were located on the City's utility easement. <br />36 <br />37 Further discussion ensued regarding the importance of an engineer reviewing construction, <br />38 grading, fill and fence permits. <br />39 <br />40 Council Member Meehlhause supported the engineering review of these projects along with the <br />41 proposed fee. <br />42 <br />43 Council Member Hull agreed. <br />44 <br />
