Item No: 08B <br />Meeting Date: Sep 9, 2019 <br />MOU--N-DitSVVMW Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: First Reading, and Introduction of Ordinance 966, Vacating <br />portions of Greenfield Avenue Right -of -Way and Easements, as <br />part of Crossroad Pointe <br />Introduction: <br />INH Properties is proposing to build a 127 -unit apartment building at the South corner of Mounds <br />View Boulevard and County Road H2 to be known as Crossroad Pointe. The project will require <br />that a portion of Greenfield Avenue (highway easement) through the site be vacated, along with <br />easements for utilities, storm sewer, driveways, and parking, associated with the former land use <br />(Roberts, Taiko, and Premium Stop). <br />Discussion <br />The project is divided by Greenfield Avenue. The approved Preliminary Plat and Development <br />Review includes the closure of the street, terminating as a hammerhead dead end inside the <br />project area. Once the street is vacated and the property sold, the street will be blocked off. This <br />will occur by December 31, 2019. <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and updated list of available <br />sites, encourage landowners to maintain their properties, & consider residential redevelopment. <br />Financial Impact: <br />The Development Agreement includes an allowance for infrastructure expenses. The Developer <br />will pay any additional costs. <br />Recommendation: <br />Staff recommends the Council conduct a First Reading and Introduction of Ordinance 966, <br />vacating portions of Greenfield Avenue. <br />A Public Hearing is scheduled for September 23, 2019. <br />Respectfully submitted, <br />46 -- el � , 'V <br />Jon Sevald, AICP <br />Community Development Director <br />ATTACHED <br />1.
