Mounds View City Council September 9, 2019 <br />Regular Meeting Page 2 <br />1 <br />2 Community Development Director Sevald discussed City Code pertaining to charitable <br />3 gambling. He noted an individual has suggested locating a bingo hall from Arden Hills to <br />4 Mounds View and City Code does not address this use. He questioned if the Council viewed <br />5 bingo halls as a commercial recreational use. If this were the case, staff noted the bingo hall <br />6 would be allowed but would require a charitable gambling license. <br />7 <br />8 Council Member Meehlhause supported the Council discussing this possibility further. <br />9 <br />1 o Council Member Bergeron requested staff discuss this matter further with the City Attorney to <br />1 1 see if bingo halls were considered charitable gambling organizations. <br />12 <br />13 Council consensus was to discuss the possibility of a bingo hall in Mounds View further at the <br />14 October worksession meeting. <br />15 <br />16 8. COUNCIL BUSINESS <br />17 A. Public Hearing: Second Reading and Adoption of Ordinance 963, an <br />18 Ordinance Continuing a Franchise Fee on Center Pointe Energy Natural Gas <br />19 Operations within the City of Mounds View and Ordering Summary <br />20 Publication. ROLL CALL VOTE. <br />21 <br />22 Finance Director Beer requested the Council adopt an Ordinance that would continue a franchise <br />23 fee with Center Pointe Energy for natural gas operations in the City of Mounds View. He <br />24 reviewed the sunset provision that was approved within Xcel Energy franchise and requested the <br />25 Council approve the sunset provision for the Center Pointe Energy franchise. <br />26 <br />27 Mayor Mueller opened the public hearing at 6:43 p.m. <br />28 <br />29 Hearing no public input, Mayor Mueller closed the public hearing at 6:43 p.m. <br />30 <br />31 MOTION/SECOND: Gunn/Hull. To Waive the Second Reading and Adopt Ordinance 963, an <br />32 Ordinance Continuing a Franchise Fee on Center Pointe Energy Natural Gas Operations within <br />33 the City of Mounds View and Ordering Summary Publication. <br />34 <br />35 ROLL CALL: Bergeron/Gunn/Hull/Meehlhause/Mueller. <br />36 <br />37 Ayes — 5 Nays — 0 Motion carried. <br />38 <br />39 B. First Reading and Introduction of Ordinance 965, Vacating Portions of <br />40 Greenfield Avenue Right -of -Way and Easements, as part of Crossroad <br />41 Pointe. <br />42 <br />43 Community Development Director Sevald requested the Council introduce an Ordinance that <br />44 would vacate portions of Greenfield Avenue right-of-way and easements as part of the Crossroad <br />45 Pointe development. He discussed the location of this development as being the south corner of <br />
