To Waive the First Reading and Introduce <br />6 Ordinance 965, Vacating Portions of Greenfield Avenue Right -of -Way and Easements, as part of <br />7 Crossroad Pointe. <br />8 <br />9 Ayes — 5 Nays 0 Motion carried. <br />10 <br />11 C. Resolution 9160, Adopting a Preliminary Levy and General Fund Budget for <br />12 2020. <br />13 <br />14 Finance Director Beer requested the Council adopt a preliminary levy and general fund budget <br />15 for 2020. He reported by State law the Council had to approve a preliminary levy by September <br />16 30th. He reviewed the proposed preliminary levy with the Council stating the 2020 budget relied <br />17 less on LGA and the levy reduction portion of the general fund. He commented a General Fund <br />18 base levy increase of 4.2% with an overall levy increase of 4.63% was being proposed at this <br />19 time and recommended approval of the preliminary levy. <br />20 <br />21 MOTION/SECOND: Bergeron/Gunn. To Waive the Reading and Adopt Resolution 9160, <br />22 Adopting a Preliminary Levy and General Fund Budget for 2020. <br />23 <br />24 Council Member Hull stated he would like to see the levy increase reduced to 3.2% with the City <br />25 using $54,000 from the unassigned fund balance to assist with covering this reduction. He <br />26 explained he would like to see the levy reduced given the fact the County would be having a 5% <br />27 increase in their levy. <br />28 <br />29 AMENDMENT MOTION/SECOND: Hull/Mueller. To Recommend the Levy Increase be <br />30 Reduced to 3.2% with the City using $54,000 from the Unassigned Fund Balance to cover the <br />31 Reduction. <br />32 <br />33 Mayor Mueller stated she supported the proposed amendment given the increases being proposed <br />34 by the County and School District. <br />35 <br />36 Council Member Gunn explained she appreciated the proposed amendment, but questioned what <br />37 would happen if the County levy were not approved. She suggested the levy remain at 4.2% and <br />38 that it be lowered to 3.2% if the levy were approved. <br />39 <br />40 Council Member Bergeron and Council Member Meehlhause supported this recommendation. <br />41 <br />42 Ayes — 2 Nays — 3 (Bergeron, Gunn, Meehlhause) Amendment failed. <br />43 <br />44 Mayor Mueller called for a vote on the original motion on the floor. <br />45 <br />
