Item 05C
Comprehensive Plan
The property is guided for Mixed -Use PUD in the Comprehensive Plan (2008), and is guided as
Mixed -Use in the Draft 2040 Comprehensive Plan. The Draft Plan identifies the residential
component of Mixed Use to have a density of 15 to 30 units per acre (31.53 units per acre is the
proposed density).
Density
31.5 units per acre is the proposed density. As a PUD, a higher density may be approved.
Without a PUD (R-4 district), the maximum density would be 17.4 units per acre, or 71 units for
a property this size.
Open Space2
Usable Open Space is intended to be maintained for active or passive recreation (e.g. play area
and/or woods). The proposed Landscape Plan identifies all non -pervious surfaces as Open
Space, rather than that intended for recreation.
Min Required Proposed PUD
625 sf per unit 461 sf per unit
With the increased density and necessary parking, there are limits to how much land is left for
open space. If the project were not a PUD, and the maximum 71 units built, about 1 -acre of
open space would be required for the 4 -acre project.
Landscaping
Minimum Landscaping34:
Min Required Proposed PUD
Deciduous shade tree
235
11
Coniferous tree
236
24
Shrub
1567
157
Ornamental tree
238
29
Additional shade trees may be considered along the south property line (SE area of property), if
the overhead power line is buried.
Z City Code, Section 1102.02, Subd 127 (Usable Open Space)
3 City Code, Section 1120.02, Subd 10 (Landscaping)
4 City Code, Section 1127.05 (Landscaping)
5 One overstory deciduous shade tree for every 2,000 sq ft of the total building footprint, e.g. 46,845 sq ft foot
print = 23 deciduous trees.
6 One coniferous tree for every 2,000 sq ft of building or one coniferous tree for every 200 feet of site perimeter,
whichever is greater, e.g. 23 coniferous trees if building footprint, or 9 trees if 1,799' site perimeter (23 is
greater number).
7 One understory shrub for every 300 sq ft of building, or one shrub for every 30' of site perimeter, whichever is
greater, (156 shrubs if using building footprint, or 60 shrubs if using site perimeter).
8 One ornamental tree for every 2,000 sq ft of building or one ornamental tree for every 200' of site perimeter,
whichever is greater, (e.g. 23 ornamental trees or 9).
