Mounds View City Council October 28, 2019 <br />Regular Meeting Page 4 <br />1 City Administrator Zikmund requested the Council consider appointments to the Rice Creek <br />2 Watershed Board of Managers. He discussed how staff has been working with the watershed <br />3 district. He reviewed the proposed appointments and recommended approval. It was noted these <br />4 appointments would begin in January of 2020. <br />5 <br />6 Mayor Mueller commented on how the watershed district has relaxed its rain garden <br />7 requirements. She discussed the expense the City would have going forward to maintain its 500 <br />8 rain gardens. She noted the City would like to reduce the number of rain gardens and asked if any <br />9 of the rain gardens could be eliminated. City Administrator Zikmund commented on the distance <br />10 that was supposed to be between rain gardens and how they were to be maintained. He explained <br />11 the City was hoping to work with the watershed district in order to bring the City into compliance <br />12 with the new rain garden regulations, which would eliminate 60% of the City's rain gardens and <br />13 still remain in compliance. He commented the City's other option, if the watershed district <br />14 would not budge would be legislation or litigation, both of which were highly expensive. <br />15 <br />16 MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 9178, <br />17 Rice Creek Watershed Board Appointments, amending the names per staff's direction. <br />18 <br />19 Ayes — 5 Nays — 0 Motion carried. <br />20 <br />21 D. Resolution 9179, Approving Two Change Orders and Additional <br />22 Engineering Services for the Bronson Lift Station Rehabilitation Project. <br />23 <br />24 Public Works Director Peterson requested the Council approve two change orders and additional <br />25 engineering services for the Bronson lift station rehabilitation project. He explained the Council <br />26 approved the upgrades to the Bronson lift station back in July. The contractor has been working <br />27 on this project since that time and recommendations were made to replace the main piping, <br />28 which would be an additional expense. Staff reviewed the cost estimate for this additional work <br />29 and requested approval from the Council. <br />30 <br />31 Council Member Meehlhause requested further information regarding the bypassing that would <br />32 occur. Public Works Director Peterson discussed how the lines would be bypassed in order to <br />33 allow pumping to continue. <br />34 <br />35 Mayor Mueller questioned if the change order occurred after the contractor began work on the <br />36 project. Public Works Director Peterson reported this was the case and noted the requested work <br />37 would extend the life of the lift station. <br />38 <br />39 MOTION/SECOND: Meehlhause/Gunn.
