MOWN -DS ViEw <br />City of Mounds View Staff Report <br />Item No: 8D <br />Meeting Date: November 12, 2019 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9186, Approving the 2017 Municipal Inflow and Infiltration <br />Grant Request to the Metropolitan Council <br />Introduction: <br />Metropolitan Council Environmental Services (MCES) established an Inflow and Infiltration (I&I) <br />Grant program for municipalities. This Grant was designed to assist member cities with reducing <br />I&I throughout the service area. By reducing the I&I, MCES can more efficiently treat the incoming <br />sanitary sewer discharges. <br />Discussion: <br />In 2017, the Interim Public Works Director sent a grant application to the MCES in order to <br />participate in the 2017 State Bond Fund Municipal Inflow & Infiltration (I&I) Grant. This application <br />provided a preliminary estimate of costs associated with planned work. The work performed <br />during the Street and Utility Improvement's includes I&I reduction work. In addition, there have <br />been two sewer lining projects that have been completed and those costs are also eligible for the <br />grant. <br />Staff has calculated the costs associated with the I&I reduction efforts and will forward that <br />information to MCES as well as a certification that the work completed and performed within the <br />City of Mounds View Right -of -Way. The one remaining item that is required by the MCES, is a <br />resolution authorizing the application for the grant program. (A resolution should have been <br />completed with the initial application form however, due to the Public Works Director transition, <br />this task was not completed.) <br />Upon receipt of the resolution MCES Staff will generate the grant agreements for signature and <br />will forward those to each of the recipient municipalities; this is anticipated to happen prior to the <br />end of the month. (The grant funding will be forwarded to the approved cities by the end of the <br />year; Mounds View's share is anticipated to be approximately $45,000.00.) <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to the 2019 Budget. Sanitary Sewer, account 730-4823- <br />7050, has $125,000.00 budgeted for these improvements. <br />Recommendation: <br />Staff recommends that the attached resolution be approved for the 2017 Municipal Inflow and <br />Infiltration Grant Request. <br />Respectfully submitted, <br />Don Peterson, Public Works Director <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
