<br />ACCEPTING BIDS AND AWARDING CONTRACT FOR THE WATER TREATMENT PLANT
<br />REHABILITATION PROJECT
<br />WHEREAS, The City Council approved a water production study be completed and a
<br />management program be prepared by AE2S. After the study was completed the results along
<br />with a time line for upgrades and improvements to the plants were presented at the October 3,
<br />2016 Work Session; and
<br />WHEREAS, At the March 25, 2019 City Council Meeting the Council approved AE2S to
<br />perform the water study and proceed with design and bidding phases of the rehabilitation of WTP
<br />No. 2, WTP No. 3, and the Booster Station; and
<br />WHEREAS, AE2S published the plans on October 30, 2019 for Public Bidding and the
<br />Public Bid opening was held on November 26, 2019 at 2:00 p.m. with the bids read aloud, as
<br />follows; and

<br />WHEREAS, the low responsible bidder being Shank Constructors of Brooklyn Park MN.
<br />With a bid of $3,061,900.00; and
<br />WHEREAS, Public Works Staff and AE2S recommend awarding a construction contract
<br />to Shank Constructors for the base bid and alternates 1 and 2 in the amount of $3,061,900.00;
<br />and
<br />WHEREAS, AE2S has provided a proposal for additional Engineering Services during
<br />the Construction Phase as well as Engineering Services for installing of new software for the
<br />SCADA system for total cost of $385,050.00; and
