How will the program be structured?
During the spring of 2020, MVPS will solicit applications from students and will select
four candidates to participate, based on student interest, participation in related
coursework, and teacher recommendations. During the summer of 2020, this cohort of
four students will rotate between four area manufacturers, spending four days each
week at each site. Four hours each morning will be spent on -site at the manufacturer. In
addition, students will spend two afternoons a week at one of the high schools working
on related skills and OSHA certification. The four -week term begins the week of June 8
and continues through July 16 with time off during the July 4th holiday.
What are the employers' responsibilities?
Employers must review and complete the Youth Skills Training program approval
documents --https://www.dli.mn.gov/business/workforce/yst-program-approval -- which
formalizes the following commitments:
• pass an inspection from a DOL safety representative before being approved to
participate in the program.
• comply with all child labor laws, which have been relaxed slightly for industries to
allow for student learners - aged 16 and 17 - to perform a version of regular work.
• contact their insurance provider to obtain approval for 16- and 17-year-old student
learners to participate in paid internships (Ramsey County covers workers
compensation for the students). See below.
• determine the safety training and supervision required for students
• work with the schools to create a student work plan
• collaborate with schools to provide input about industry -related curriculum, if
applicable.
• work with the schools to determine meaningful industry credentials and certifications
• provide student learners with the opportunity to experience and learn about the
industry
• provide training for the employees who will work with student learners; and
• pay students for all hours worked (each manufacturer will be asked to pay a total of
$1,000 to cover student wages and FICA). Although Ramsey County does process
the payroll, industry partners are responsible for wages.
What will be covered by the grant?
• Payroll: The grant includes a partnership with Ramsey County whereby the students
are employed by the county and covered by the county's worker's compensation
program. All payroll tasks will be handled by Ramsey County, however the wages and
FICA are provided by the industry partners.
