Item No: 08A <br />Meeting Date: Dec 9, 2019 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Public Hearing Resolution 9195, Authorizing the Draft 2040 <br />Comprehensive Plan to be submitted to the Metropolitan Council <br />for review <br /> <br /> <br />Introduction: <br />The Comprehensive Plan is a 20-year guide for land use and related topics. The Plan includes a <br />Future Land Use Map and Goals & Policies related to numerous topics. These Goals & Policies <br />are used as “Findings of Facts” when justifying approval of land use applications such as plats, <br />rezonings, conditional use permits, variances, etc. Additionally, the City’s Plan is to be <br />consistent with the Metropolitan Council’s 2040 Thrive MSP regional plan. <br /> <br /> <br />Discussion: <br />The City Council appointed a Taskforce to guide the plan update process, culminating in a joint <br />workshop with the City Council and all advisory commissions on April 23, 2019. The Council <br />reviewed the Draft Plan on May 13th, directing Staff to forward it to adjacent cities and agencies <br />for a mandatory six month review process, expiring on November 21st. Since that time, Stantec <br />(consultant) has updated the Draft Plan based on comments submitted, and in anticipation of <br />comments expected by the Metropolitan Council. Edits made to the Draft Plan since May, are <br />noted/highlighted. It is expected that the Metropolitan Council will review and return the Draft <br />Plan to the City with comments, for revisions. Once revised, it will be re-reviewed, and if <br />accepted, the City Council will be directed to adopt the Plan. <br /> <br />The City Council reviewed the Draft Plan and adjacent city/agency comments at its December <br />2nd Work Session, providing a consensus to change the Skyline redevelopment area from “Light <br />Industrial” to “Mixed Use”. <br /> <br /> <br />Strategic Plan Strategy/Goal: <br />• Fiscal Stability. <br />• Maintain good infrastructure in such a way that is walkable, attractive, safe, and affordable. <br />• A progressive City that is welcoming, and a desirable destination to all ages & cultures, who <br />seek progress through partnerships, and a place where residents can work, live, and play <br />safely and show pride in the community. <br />• Create and maintain a positive business climate where businesses want to locate and remain <br />in Mounds View. <br /> <br /> <br />Financial Impact: <br />The Comprehensive Plan update is funded through 2019. It is anticipated that unbudgeted <br />expenses will occur in 2020 in response to the Metropolitan Council’s review. <br /> <br /> <br />Planning Commission Recommendation: <br />The Planning Commission reviewed the Draft Plan and comments at its December 4, 2019 <br />meeting, recommending approval to submit the Draft Plan to the Metropolitan Council for its <br />review, including the map change for the Skyline redevelopment project (Resolution 1107-19).
