Mounds View Charter Commission Minutes - APPROVED <br />Tuesday, September 17, 2019 <br />1.Call to Order. The meeting came to order at 6:34 PM. <br />2.Roll Call. Present:B. Amundsen, B. Clawson, D. Erickson, Bob J King, J. Peterson, <br />J. Thomas, R. Warren <br />Excused:J. Klander <br />Absent:B. Staples <br />3.Approval of Agenda and Minutes. <br />A. Approve Agenda. <br />Acting Chair J. Thomas introduced proposed agenda. <br />Motion by, J. Peterson, second by, R. Warren, to adopt the proposed agenda. <br />Motion Adopted. <br />B. Approve Minutes. <br />Acting Chair J. Thomas asked for motion to approve the Secretary's May 21, 2019, minutes. <br />Motion by, J. Peterson, second by, R. Warren, to approve the Minutes of the Secretary as amended to correct <br />the seconder for item 6.A. to J. Klander, and seconder for last motion in 6.B. to J. Peterson. <br />Minutes Approved as amended. <br />4.Citizens Comment from the Floor. <br />5.Reports of Chair. <br />Acting Chair J. Thomas reported on Robert's Rules of Order for discipline of a member. Any member may <br />make a motion for personal privilege to remind the Chair the meeting appears to be getting out of order. If <br />that does not help, then a motion for censure for an actor can be done at any meeting to bring things back to <br />order. Options beyond those two motions requires disciplinary actions. The disciplinary actions are covered <br />under one of five different scenarios. The steps involve a subcommittee be established, a closed meeting, <br />allowing the accused to see and prepare a defense to a set of charges, review and then Commission action. <br />6.Reports of Members. <br />B. Amundsen reported he wished to again apologize to all members who felt he had been rude to any other <br />member or people at the May 21, 2019, meeting. He also reported the City Council asked the Court to <br />remove him. A Court hearing was held on August 5, 2019, and final arguments were submitted on August <br />19. The Court has not made any decision currently. He also offered a copy of his final argument document <br />to anyone interested, since it is a public document filed with the Court. <br />Acting Chair J. Thomas introduced and welcomed new Commissioner Bob King. Bob introduced himself <br />and spoke about his volunteer service to the city, his career background and 20 years living in Mounds <br />View. His interest in serving is to communicate better and to maintain respect in the Commission for all <br />members. He is hoping to help with the Charter language so it can be understandable to all citizens. <br />J. Peterson reported that he too is interested in helping citizens understand the purpose of the Charter and <br />what it means to them and that it is a legal document that has many citizen privileges. The difficulty for the <br />Charter Commission is to simplify but not remove the legal privileges and making the Charter clear to the <br />citizens. <br />7.Unfinished Business. <br />A. Review of Time Savers Trial Minutes. <br />Acting Chair J. Thomas introduced the Time Savers minutes. Members discussed the format, volume of
