The applicant will amend the Site Plan (Dec 10, 2019) to show all setback dimensions <br />complying with City Code requirements, and approved administratively by Staff as part <br />of the Building Permit review. <br />3. The applicant will submit a survey as part of the Building Permit. If the survey is <br />substantially different than the plans associated with this Resolution (e.g. if there are <br />roadway easements within the property), Staff may require an amendment to this <br />Resolution in consideration of greater setbacks, and/or landscape buffers. <br />4. Prior to the issuance of any building permits, the applicant shall submit a Landscape <br />Escrow to the City, or other surety acceptable to the City Attorney, in an amount equal to <br />150% of the estimated cost of landscape materials and labor, and the privacy fence. The <br />City may hold this in a non-interest bearing account. Landscaping shall be completed <br />prior to a Certificate of Occupancy (C/O) being issued. On or about one year after the <br />C/O is issued and landscaping is completed, landscaping shall be inspected by Staff. Any <br />landscaping that has not survived or is in poor health, shall be replaced by the applicant. <br />The City shall refund the escrow, but may withhold a proportionate amount until one- <br />year after the replaced landscape materials have been inspected and determined <br />satisfactory; and, <br />5. The applicant shall install a buffer to screen customer's headlights from oncoming traffic, <br />and from the adjacent Public Works offices. Screening shall consist of- <br />A. A. Evergreen shrub row, 3' — 4' in height, primarily along the south and southeast <br />drive lanes. <br />B. Six-foot privacy fence, primarily along the eastern property line. The fence shall <br />be similar to the decretive solid fence at Public Works. <br />Such buffers are shown on the Landscape Plan, dated December 16, 2019. The exact <br />location of buffers may be approved administratively, after the building is built. <br />6. All signage shall comply with the City Code, and will be reviewed separately at the time <br />sign permits are submitted. <br />7. The project shall be constructed consistent with plans associated with this Resolution, or <br />as administratively approved by Staff. <br />8. The applicant shall comply with the City Engineer's letter, dated December 12, 2019, <br />including obtaining all necessary permits from the City, Ramsey County, Rice Creek <br />Watershed District, and Minnesota Department of Health. This includes the removal of <br />the driveway on Mounds View Boulevard.
